The Town Council for the Town of Trophy Club met in Regular Session
on Monday, October 24th, 1988 at 7:00 P.M. The meeting was held at
the Municipal Utility District Building,100 Municipal Drive, Trophy
Club, Texas. The meeting was held within the Town boundaries and was
open to the Public.

CALL TO ORDER

Mayor Carter called the meeting to order at 7:00 P.M. noting all
members of Town Council present.
INVOCATION
Mayor Pro Tem Vance gave the invocation.
PLEDGE OF ALLEGIANCE
Town Marshal, Dave Nolte, led in the pledge of allegiance.
CONSIDERATION OF MINUTES
Council Member Foley made a motion to approve the Minutes of the
Regular Meeting held September 26th, 1988. Council Member Martignago
seconded the motion. Motion carried unanimously, with Council Member
Hallgren abstaining because of absence.
Council Member Doran made a motion to approve the Minutes of the
Special Meeting held October 10th, 1988. Council Member Martignago
seconded the motion. Motion carried unanimously, with Council Member
Hallgren abstaining because of absence.

COMMITTEE REPORTS
PUBLIC WORKS
Council Member Doran stated the Public Works Committee is working
on Street Repair Project, Cable TV and Street Lighting.
PARKS AND RECREATION
Mayor Pro Tem stated the Town had not heard any news from the State
in regards to the Park Plans as of this date.
PUBLIC SAFETY
Council Member Foley stated the Public Safety Committee recommends
that the Town should not propose its own Police Department until the
Southlake Merger Study has been completed.
STAFF REPORTS
PLANNER
Dan Boutwell is no longer employed by Freese and Nichols. Mr. Boutwell
has formed a new company, Planning Resources Group.
TREASURER
Jack Jacobs, Town Treasurer, reported the Town is now receiving funds
from delinquent taxes and the Finance Statement for the month of
September 1988 had been prepared.
TOWN COUNCIL TO CONSIDER A CONTRACT WITH DENTON COUNTY CONCERNING
LAW ENFORCEMENT FOR THE NEXT FISCAL YEAR
Mayor Pro Tem Vance made a motion to approve the contract with Denton
County Sheriff Dept. and include in the contract the Town Secretary
as an alternate to administer the contract in the absence of the
Town Marshal. Council Member Foley seconded the motion. Motion failed
with 2 votes in favor of the motion and 3 votes opposed to the motion.
Council Members Doran, Martignago and Hallgren voted against the motion.

Council Member Hallgren made a motion to approve the contract with
Denton County Sheriff Department as written and to include a letter
specifying the Town Secretary as an alternate person to administer
the contract. Council Member Martignago seconded the motion. Motion
carried unanimously.
PRESENTATION: MS. KATHERINE DUMONTIER TO ADDRESS THE COUNCIL
CONCERNING ANIMAL CONTROL
Discussion ensued.
Council Member Foley made a motion to approve the contract with the
Humane Society. Council Member Hallgren seconded the motion for
discussion.
Discussion ensued.
Council Member Foley asked to amend her original motion to enter into
agreement with the Humane Society for a six month period beginning
April 1st, 1989 for ten thousand dollars. Council Member Hallgren
accepted the amendment. Motion failed with 2 votes in favor of the
motion and 3 opposed. Council Members Doran, Martignago and Hallgren
voted against the motion.
CONSIDERATION OF ORDINANCE: SECOND READING
TOWN COUNCIL TO CONSIDER AMENDING ORDINANCE NO. 86-09 CONCERNING
OVERNIGHT PARKING
Council Member Foley made a motion to table consideration of the
Ordinance. Council Member Martignago seconded the motion. Motion
failed with a vote of 2/3.
Mayor Pro Tem Vance made a motion to accept the Ordinance as modified.
Council Member Martignago seconded the motion. Motion carried
unanimously.
TOWN COUNCIL TO CONSIDER AMENDING ORDINANCE NO. 87-13 CONCERNING
NO PARKING ON CERTAIN STREETS
Mayor Pro Tem Vance made a motion to accept the Ordinance as modified.
Council Member Martignago seconded the motion. Motion carried
unanimously.
CONSIDERATION OF ORDINANCE: FIRST READING
TOWN COUNCIL TO CONSIDER AN ORDINANCE RELATING TO THE TAXATION OF
TELECOMMUNICATION SERVICES; REPEALING THE APPLICATION OF THE EXEMPTION
FROM THE LOCAL SALES AND USE TAX PROVIDED FOR IN SECTION 321.210 (A),
TAX CODE.

Discussion ensued. No action taken. The Ordinance will be placed on
the next Council agenda for second reading.

Council Member Martignago made a motion to adjourn the meeting.
Council Member Foley seconded the motion. Motion carried unanimously.
