The Town Council of the Town of Trophy Club met in regular
session on Tuesday, August 21, 1990. The meeting was held at
the Municipal Utility District Building and was open to the
Public.

Mayor Carter called the meeting to order at 7:00 p.m.
INVOCATION
Council Member Vance gave the Invocation.
PLEDGE OF ALLEGIANCE
Chief Don Franklin led in the Pledge of Allegiance.
PRESENTATION
Mr. Sonny Rhodes of T.U. Electric and Mr. Gary Terry of
Southwestern Bell addressed the Council concerning MetroPort.
Mr. Rhodes reported on MsetroF,orts accomplishments over the
past year. Mr. Terry stated that all eight city's from
Grapevine to Hastlett were participating in MetroPort and
they look forward to a very productive year again this year.

Council Member Vance made a motion to approve the minutes of
the July 17, 1990 minutes as written, Council Member Hill
seconded, motion carried unanimously.
Council Member Hill made a motion to approve the minutes of
the August 2, 1990 minutes as written, Council Member Sylvia
seconded, motion carried unanimously.
COMMITTEE/STAFF REPORTS
The Committee and Staff reports are filed with the minutes
of the meeting.
FINANCIAL REPORT

PRESENTATIONS BY CITIZENS

-Mr. Tom Mathews, B Winding Creek Court, presented the
Council with a list of several code violations he had
documented within the Town. Mayor Pro Tem Doran noted that he
would taker responsibility to see the list gets done.
Ms. Shaw, Code Enforcement Officer for the Town, asked Mr.
Mathews to provide her with the list. The council pointed out
to Mr. Mathews that some of the items are not enforceable by
the Town but if he would submit his list to the Town staff
they will certainly enforce the items allowable by ordinance.
-Mr. Jack Alford, 3 Skyline Drive, stated that he represented
several residents in that area that support the closing of
the "back entrance" of Trophy Club. Mr. Alford noted several
hazards connected with the entrance.
PRESENTATIONS BY COUNCIL
-Mayor Pro Tem Doran advised the Council to closely look over
the new Trophy Club phone book. He stated that he called the
President of the Women's Club and told her that after three
calls, filling out three sets of form's and calling the night
before final editing, his address is wrong. Mayor Pro Tem
Doran gave the Council his correct address as "1125 Sunset".

Mayor Pro Tem Doran noted that after receiving several calls
against the new amendment to the trash ordinance he went out
and conducted a personal survey of citizens on the matter. He
stated that the ratio from this survey was "100 to 1" in
favor of the trash amendment.
Mayor Pro Tem Doran stated that the speeding has picked up
again in Trophy Club and asked everyone to be aware school is
starting and to slow down.
-Council Member Sylvia asked Mayor Pro Tem Doran the status
of the barricades on the cul-de-sacs abutting Indian Creek
Drive. Mayor Pro Tem Doran stated that his recollection was
that when the committee looked at the type of barrier and
cost, they decided it was prohibitive. He stated he thought
there was a declaration that the owner of the property was
not in a position to pay for the barriers.
Council Member Sylvia stated that speeding on the main
streets of the Town is getting worse than before. He noted
that on Trophy Club Drive between the hours of 11:00 p.m. and
3:00 a.m. on Saturday is a "speedway". The Council asked
Chief Franklin to note the problem with speeding.
-Council Member Hill reported that he attended the recent
Northwest I.S.D. School Board Meeting. He told the Council
that the Board was looking at a tax rate of 1.3496 for the
1990 taw year.
-Council Member Engelbeck stated that he was concerned with
the market value of the homes decreasing and the number of
for sale signs in the Town. He suggested that with the
development taking place around Trophy Club it might be time
to "dust off" some of the Town's ideas for helping to promote
the Town.
-The Council discussed an idea that had been brought up in
the past of having various builders and/or developers come in
and talk with the Council and P & Z. They felt it might give
some insight to why there is virtually no new construction in
Trophy Club. Mayor Pro Tem Doran stated that he has a list of
builder's and developers who have said they would be
interested in attending a meeting like this.
MR. JOHN MOBS TO REQUEST A VARIANCE FROM THE SATELLITE DISH
ORDINANCE NO. 0 87-22.
Mr. Moss told the Council that he is a new resident and was
unaware of the restrictions regarding satellite dishes. The
dish Mr. Moss placed in his yard was not screened properly
and no permit was taken out before placing the dish in the
yard.

Mr. Bogardus, a resident on Hilltop Drive, expressed concerns
over the placement of the dish. Mr. Bogardus presented
photographs showing the dish as viewed from his back yard.
The dish was in full view from Mr. Bogardus's back yard which
is not in compliance with the existing ordinance.
Council Member Engelbeck made a motion to deny the variance
as requested by Mr. Moss. Mayor Pro
Tem Doran seconded, motion carried unanimously.
CONSIDERATION OF ORDINANCES: TOWN COUNCIL TO CONSIDER AN
ORDINANCE DEALING WITH SATELLITE DISHES.
Council Member Vance made a motion to approve the ordinance
as amended, Council Member Sylvia seconded, motion carried
unanimously. A copy of the ordinance is filed with the
minutes of this meeting.
EXECUTIVE SESSION: CANCELLED FROM THE AGENDA
Council Member Vance made a motion to adjourn, Council Member
Hill seconded, motion carried unanimously.
