The Town Council of the Town of Trophy Club met in Regular
Session on January 16th, 1990 at the Municipal Utility
District Building. The meeting was held within the boundaries
of the Town and was open to the Public.

Mayor Carter called the meeting to order at 7:00 p.m.

The Invocation was given by Council Member Vance.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Mr. Jacobs.
CONSIDERATION OF MINUTES
Council Member Sylvia made a motion to approve the minutes of
the December 5th Council meeting as written, Council Member
Hallgren seconded, motion carried with Mayor Pro Tem Doran
abstaining. He was not in attendance.
Mayor Pro Tem Doran made a motion to approve the minutes of
the December 22, 1989 minutes as written, Council Member
Sylvia seconded, motion carried unanimously.

PRESENTATIONS BY COUNCIL
Mayor Carter congratulated Mayor Pro Tem Doren on his
upcoming marriage to Lyn May.
Mayor Carter asked Town Treasurer Jack Jacobs to set up a
written system for invoice approval.
Council Member Bob Sylvia introduced Mr. Jim Hodges and Mr.
Bruce Isaacs. Mr. Hodges is running for Denton County Clerk
and Mr. Isaacs is running for the office of District Attorney
for Denton County.
PRESENTATIONS BY STAFF
The staff reports are filed with the minutes of this meeting.
Council Member Sylvia made a motion to approve a $240.00
expenditure for watering the trees in the medians prior to
the January 1st landscape contract and $750.00 for software
support for the Towns accounting package. Both of these items
will be taken out of the contingency account. Mayor Pro Tem
Doran seconded, motion carried unanimously.
Council Member EngeIbeck made a motion to approve the
November financial statements* Mayor Pro Tem Doran seconded,
motion carried unanimously.
Council Member Vance made a motion to approve the December
financial statements, Council Member Hallgren seconded,
motion carried unanimously.
Council Member Sylvia made a motion to approve $660.00 out of
the contingency account for a police radio for Marshal
Jenkins, Council Member Hallgren seconded, motion carried
unanimously.

PLANNED CABLE
Mr. Rob Meyer* General Manager for Planned Cable Systems,
reviewed the new program schedule format for the cable system
and reviewed the rates and promotional programs being
implemented.

RESOLUTION: A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF
TROPHY CLUB APPROVING AND ADOPTING AN ENGINEERING SERVICE
AGREEMENT WITH YANDELL & HILLER, INC. FOR THE PURPOSE OF
CONDUCTING A DRAINAGE STUDY ALONG THE MAJOR TRIBUTARY OF
MARSHALL CREEK.
The Council discussed the agreement and asked the Finance
Committee to review the contract and recommend ways of
funding the project. If the contract cannot be implemented
this year, the Council asked the committee to review ways of
funding for the next fiscal year.
The Finance Committee will report back to the Council at the
second meeting in February.
CONSIDERATION OF ORDINANCES: AMENDMENT
AN ORDINANCE OF THE TOWN OF TROPHY CLUB, TEXAS AMENDING
ORDINANCE NO 86-13 RELATING TO THE RESPONSE BY TOWN OFFICERS
AND EMPLOYEES IN EMERGENCY SITUATIONS BY AMENDING SECTION.1
THEREOF BY ADDING STANDARDS FOR THE OPERATION OF EMERGENCY
VEHICLES USED FOR LAW ENFORCEMENT PURPOSES.
Council Member Vance made a motion to approve the ordinance
as written, Council Member Engelbeck seconded, motion carried
unanimously.
AN ORDINANCE OF THE TOWN OF TROPHY CLUB, TEXAS ESTABLISHING
AND IMPOSING A WARRANT FEE OF $25.00 FOR THE ISSUANCE AND
SERVICE OF AN ARREST WARRANT WHEN A DEFENDANT IS NOT
CONVICTED OF A CLASS C MISDEMEANOR AND A WARRANT FEE OF
$35.00 FOR EXECUTING OR PROCESSING AN ISSUED ARREST WARRANT
OF CAPIAS WHEN A DEFENDANT IS CONVICTED OF A CLASS C
MISDEMEANOR.
This ordinance will be on the February 6th agenda for second
reading.
RESOLUTION
A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF TROPHY CLUB,
TEXAS DECLARING THE YEAR 1990 AS THE UNIVERSITY OF NORTH
TEXAS CENTENNIAL YEAR.
Council Member Sylvia made a motion to approve the Resolution
as written, Mayor Pro Tem Doran seconded, motion carried
unanimously.

EXECUTIVE SESSION
The Council adjourned into Executive Session at 9:57 p.m. to
discuss the following items:
A) Town Council to consider appointing members to the public
Works and Public Relations Committees.
B) Town Council to evaluate and review law enforcement
personnel, and discuss the duties of the said law enforcement
personnel in accordance with article 6252-17, 2(g),
V.A.T.C.S.
OPEN SESSION
Mayor Pro Tem Doran made e motion to appoint NeIs Thomsen and
Nester Karlis to the Public Works Committee, Council Member
Engelbeck seconded, motion carried unanimously.
Council Member Hallgren made a motion to appoint the
following people to the Public Relations Committee:
