Minutes TC 02/19/1991MINUTES OF TOWN COUNCIL MEETING TOWN OF TROPHY CLUB FEBRUARY 19, 1991 THE STATE OF TEXAS ) ) COUNTY OF EWA TON ) The Town Council of the Town of Trophy Club met in regular session on Tuesday, February 19th, 1991. The meeting was held within the Town boundaries and was open to the Public. Jim Carter Mayor George Doran Mayor Pro Tem Marshall Engelbeck Council Member Gene Hill Council Member Bob Sylvia Council Member Terry Vance Council Member Also present were members of the Town staff: Toby Bartholow Pauline Shaw Don Franklin Donna Welsh CALL TO ORDER Attorney Public Works Police Chief Administrator Mayor Carter called the meeting to order at 7:00 p.m. and asked for a moment of silence to remember the troops at war and Jerry Svore who is ill. INVOCATION Council Member Vance gave the Invocation. PLEDGE OF ALLEGIANCE Planning and Zoning Chairman Mike Hamper led in the Pledge of Allegiance. CONSIDERATION OF MINUTES Mayor Pro Tem Doran made a motion to approve the minutes of the February 5th meeting as amended, Council Member Vance seconded, motion carried unanimously. TOWN COUNCIL TO CONSIDER AMENDING ORDINANCE NO. 0 90-18 ESTABLISHING SIGN REGULATIONS. Page 2, Meeting 02/19/91 The following residents spoke in favor of allowing two real estate signs for homes located on the golf course. This would allow one sign for the front yard and one sign facing the course in the back yard-..- Kay ard:Kay Pratt 13 Troon Marilyn Hallgren 214 Oakmont Drive Liz Maddox 207 Fresh Meadow Jan Clinkenbeard 119 Fairway Village Drive Bob Clinkenbeard 119 Fairway Village Drive Mayor Pro Tem Doran made a motion to amend the ordinance to allow two signs per golf course lot, one of which can be placed facing the course in the back yard. Council Member Vance seconded, motion carried with Council Member Engelbeck opposing. TOWN COUNCIL TO CONSIDER AMENDING ORDINANCE NO. 0 90-12 AND 0 90-16 CONCERNING SATELLITE DISHES AND ANTENNAS. Kay Pratt and Jan Clinkenbeard asked the Council to grandfather the existing antennas stating that they have been is use long before the ordinance was written. The general consensus of the Town Council was to leave the ordinance as written and have residents come to the Council to request a variance. Mayor Pro Tem Doran asked to go on record as leaving the ordinance as written and having residents come in to request a variance. PRESENTATIONS BY CITIZENS PRESENTATIONS BY COUNCIL Mayor Carter introduced Cotton Moore and Tom Mayfield. Both have filed On run for Council in the May election. Council Member 0-ne Hill introduced Bob Kecseg, Chairman of the Public Relations Committee- Mr. Kecseg presented the Council with a draft of the town brochurs and asked for recommendations before the final draft. Council Member Engelbeck stated he felt the cable company has not been responsive to the Council concerning customer relations and company procedures. Mayor Pro Tem Doran offered to have the Public Works Committee develop input for a letter to be sent to Rob Meyer, General Manager of Cable Vision Management and sent out under the Maycrs signature. Page 3, Meeting 0| Mayor Pro Tem Doran asked if there was going to be a report from the Task Force. Donna Welsh reported that at the Previous Council meeting, Mr. Jacobs told the Council the report would be ready the first meeting in March. Mayor Pro Tem Doran also asked about a trash cleanup problem located in an undeveloped area located at the end of Skyline Drive. Tom Mayfield responded by stating the Scout Troop still plans clean the area to earn a merit badge. STAFF REPORTS Council Member Sylvia made a motion to approve the financial reports for the month of December as presented and January as amended. Mayor Pro Tem Doran seconded, motion carried unanimously. TOWN COUNCIL TO CONSIDER A MUTUAL AID AGREEMENT BY AND BETWEEN THE CITY OF KELLER AND THE TOWN OF TROPHY CLUB FOR LAW ENFORCEMENT. Council Member Hill made a motion to approve the agreement as amended, Council Member Vance seconded, motion carried unanimously. TOWN COUNCIL TO CONSIDER TRANSFERRING $1,250.00 FROM THE TOWN AUDIT BUDGET TO THE POLICE WORKMEN'S COMPENSATION BUDGET. Council Member Sylvia made a motion to approve the transfer, Mayor Pro Tem Doran seconded, motion carried unanimously. ADJOURN Council Member Vance made a motion to adjourn, Council Member Sylvia seconded, motion carried unanimously.
