Minutes TC 05/21/1991MINUTES OF TOWN COUNCIL MEETING TOWN OF TROPHY CLUB TROPHY CLUB, TEXAS THE STATE OF TEXAS ) ) COUNTY OF DENTON ) The Town Council of the Town of Trophy Club, Texas met in regular session on Tuesday, May 21st~ 1991. The meeting was held within the boundaries of the Town and was open to the Public. Jim Carter Mayor Terry Vance Mayor Pro Tem Marshall Engelbeck Council Member Doug GlaspeIl Council Member Gene Hill Council Member Cotton Moore Council Member Also present were members of the town staff: Jack Jacobs Cindy Kelly Don Franklin Pauline Shaw Donna Welsh Treasurer Finance Director Police Chief Public Works Director Town Administrator Mayor Carter called the meeting to order at 7:00 p.m. INVOCATION The Invocation was given by Mayor Pro Tem Vance. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Treasurer Jack Jacobs. CONSENT AGENDA The next order of business was for the Town Council to consider the consent items, which were deemed to need little deliberation and were acted upon as one business item. Mayor Carter asked if there was any member of the Town Council who wished to remove an item from the consent agenda for full discussion. Council Member Engelbeck asked for the Financial report for April, (Item A")r to be removed from the consent agenda. Page 2, Meeting 5/2I/91 Council Member Hill made a motion to approve the consent agenda items with the exception of item "A". Council Member Moore seconded, motion carried unanimously. The approved items are as follows: B. Minutes of the May 7th Council Meeting. C. Staff Reports D. Committee Reports. E. Change order to the Park Irrigation Contract in the amount of $1,B00 to provide for unforeseen additional work. F. Amend the Park Budget to allow for the change order in the irrigation contract. G. Amended Ordinance No. 85-06, designating the official Town newspaper as Keller Citizen. H. Amended Ordinance No. B5-16 relating to animal control. I. Amended Ordinance No. 90-10, Schedule of Fees, to provide for animal licensing. Council Member EngeIbeck discussed the financial report for April with Treasurer Jack Jacobs and Cindy Kelly. Council Member Engelbeck then made a motion to approve item "A" on the consent agenda, the Financial reports for the month of April. Mayor Pro Tem Vance seconded, motion carried unanimously. PRESENTATIONS BY CITIZENS Mr. Russell 3uIeg, 625 Reed Street, Roanoke, Texas, reported on a "Pond Conservation Project" involving Troop 328. The scouts will improve the pond for a wildlife habitat. The pond is located near the C.I.A. pool. PRESENTATIONS BY COUNCIL None TOWN COUNCIL TO CONSIDER THE FOLLOWING VARIANCES TO ORDINANCES 90-12 AND 90-16 CONCERNING SATELLITE DISHES AND ANTENNA: A. Ms. Sue Wiggins, 2 Hill Court: Ms. Andrea Cuasaby was in attendance on behalf of Ms. Wiggins. The Council asked if Ms. Wiggins had tried to locate the antennae in the attic. Ms. Cuasaby stated she did not think so. Page 3, Meeting 5/21/91 Council Member Hill made a motion to table the request until Ms. Wiggins determines if the antennae can be located in the attic. Mayor Pro Tem Vance seconded, motion carried unanimously. B. Mr. James Essman, 21 Hillcrest Court: Mr. and Ms. Essman stated they are new residents and were not aware of the permit requirements for installing a satellite dish. Mr. Essman stated that the dish he installed was 14 feet from the ground to the top of the dish and was for the most part covered by trees. Mayor Pro Tem Vance made a motion to grant the variance contingent upon Mr. Essman doing everything he can to reduce the height of the dish~ Council Member Hill seconded, motion carried unanimously. C. Mr. Edwin Decker, 207 Inverness: Mr. Decker was not in attendance. He had previously applied for a variance for an existing antennae on his roof. Council Member Engelbeck made a motion to approve the variance as submitted, Council Member GlaspeII seconded the motion. Council Members Vance, Moore and Hill voted to deny the variance. The variance was then denied. Council Member Vance had to leave at this point in the meeting. TOWN COUNCIL TO CONSIDER APPOINTING CINDY KELLY AS TOWN SECRETARY. Council Member Hill made a motion to appoint Ms. Kelly as TOWN Secretary, Council Member Moore seconded, motion carried unanimously. TOWN COUNCIL TO CONSIDER APPOINTING JOHN M. HILL AS TOWN ATTORNEY. Council Member BlaspeIl made a motion to appoint Mr. Hill as Town Attorney, Council Member Engelbeck seconded, motion carried unanimously. EXECUTIVE SESSION The Town Council adjourned into Executive Session at 7:46 p.m. to discuss appointments to the public Works Committee. Page 4, Meeting 5/21/9I Council Member Engelbeck made a motion to appoint Mr. Chuck Frame Jr. and Mr. J. L. Shanahan to the Public Works Committee. Council Member Hill seconded, motion carried unanimously. Mr. Hill suggested the Council hold a workshop with the M.U.D. Districts and Public Works to discuss cleaning and maintaining the creek areas of the Town. The staff will contact the parties to set up a workshop. Council Member Engelbeck made a motion to adjourn, Council Member Hill seconded, motion carried unanimously. Council adjourned at 8:05 p.m. ___ MAYOR SECRETARY
