Minutes TC 05/07/1991MINUTES OF TOWN COUNCIL MEETING TOWN OF TROPHY CLUB TROPHY CLUB, TEXAS THE STATE OF TEXAS ) ) COUNTY OF DENTON ) The Town Council of the Town of Trophy Club met in regular session on Tuesday, May 7th, 1991. The meeting was held within the boundaries of the Town and was open to the Public. Jim Carter Mayor Marshall Engelbeeck Council Member Gene Hill Council Member Bob Sylvia Council Member Terry Vance Council Member Absent was: Mayor Pro Tem Doran Also present were incoming Council Members Doug GIaspeII and Cotton Moore. Also present were members of the town staff: Jack Jacobs Treasurer Don Franklin Police Chief Cindy Kelly Finance Director Pauline Shaw Public Works Director Diane Cockrell Municipal Court Clerk Donna Welsh Town Administrator CALL TO ORDER Mayor Carter called the meeting to order at 7:00 p.m. Dr. Jimmy McLeod gave the Invocation. PLEDGE OF ALLEGIANCE Council Member Sylvia led in the Pledge of Allegiance. Council Member Vance made a motion to approve the minutes of the April 9, 1991 meeting, Council Member Sylvia seconded, motion carried unanimously. Page 2° Meeting 5/7/91 Council Member Hill made a motion to approve the minutes of the April 16" 1991 meeting, Council Member EngeIbeck seconded, motion carried unanimously. Council Member Sylvia made a motion to approve the minutes of the May 6, 1991 meeting, Council Member Vance seconded, motion carried unanimously. PRESENTATIONS BY CITIZENS TO OUTGOING COUNCIL Mr. Jack Alford, 3 Skyline Drive, thanked Mayor Pro Tem Doran and Council Member Sylvia for their work on the Council. PRESENTATIONS BY OUTGOING COUNCIL Council Member Hill read a letter from Mayor Pro Tem Doran who was unable to attend the meeting. Mayor Pro Tem Doran thanked the Mayor, Council, staff and volunteers for their support. Council Member Sylvia stated that the past two years on the council had been an enriching experience and thanked everyone for their support. RECESS: 10 MINUTES OATH OF OFFICE Denton County Judge Jeff Moseley gave the Oath of Office to Mayor Carter, Doug GlaspelI* Cotton Moore and Marshall Engelbeck. PRESENTATIONS BY INCOMING COUNCIL Mayor Carter, Council Members Moore, GlaspelI, and EngeIbeck thanked everyone for their support in the election. TOWN COUNCIL TO CONSIDER A RESOLUTION REGARDING REVISIONS TO THE SCHEMATIC OF THE STATE HIGHWAY 114 PHASE 1 PROJECT. Council Member Vance made a motion to approve the resolution, Council Member Hill seconded, motion carried unanimously. MAYOR CARTER TO PRESENT A PROCLAMATION TO THE TROPHY CLUB POLICE DEPARTMENT RECOGNIZING MAY 12TH THROUGH MAY 18TH, 1991 AS POLICE WEEK AND RECOGNIZING MAY 15TH, 1991 AS PEACE OFFICER MEMORIAL DAY. Page 3, Meeting 5/7/91 Council Member Engelbeck made a motion to approve the proclamation as written, Council Member Glaspell seconded, motion carried unanimously. Mayor Carter presented the Proclamation to Police Chief, Don Franklin. WORKSHOP: TOWN COUNCIL TO CONDUCT A WORKSHOP WITH THE TOWN STAFF. The Council and staff held a workshop to discuss procedures, policies and committees. EXECUTIVE SESSION: TOWN COUNCIL TO CONDUCT A CLOSED -DOOR EXECUTIVE SESSION TO DISCUSS PERSONNEL MATTERS AND COMMITTEE APPOINTMENTS PURSUANT TO VERNON'S ANNOTATED TEXAS CIVIL STATUTES ARTICLE 6252-17. A> TOWN COUNCIL TO DISCUSS THE OFFICE OF MAYOR PRO TEM B) TOWN COUNCIL TO CONSIDER COMMITTEE APPOINTMENTS ADMINISTRATIVE FINANCE PARKS AND RECREATION PLANNING AND ZONING COMMISSION PUBLIC RELATIONS PUBLIC SAFETY PUBLIC WORKS TASK FORCE/EAST ENTRANCE A) Council Member Hill made a motion to appoint Council Member Terry Vance as Mayor Pro Tem, Council Member Englebeck seconded, motion carried with Council Member Vance abstaining. B) Mayor Pro Tem Vance made a motion to approve the members of the committees listed on the agenda contingent on their acceptance of established committee guidelines. Council Member Hill seconded, motion carried unanimously.
