The Town Council of the Town of Trophy Club, Texas met in
regular session on Tuesday, October 15, 1991. The meeting was
held within the boundaries of the Town and was open to the
Public.

CALL TO ORDER
Mayor Carter called the meeting to order at 7:03 p.m.
INVOCATION
The Invocation was given by Mayor Pro Tem Vance.
PLEDGE OF ALLEGIANCE TO THE AMERICAN AND TEXAS FLAGS
Town Treasurer Jack Jacobs led in the pledges of allegiance
to the American and Texas flags.
CONSENT AGENDA
The next order of business was for the Town Council to
consider the consent items, which were deemed to need little
deliberation and were acted upon as one business item. Mayor
Carter asked if there was any member of the Town Council who
wished to remove an item from the consent agenda for full
discussion.

There was not a request to remove any item from the Consent
Agenda. Mayor Pro Tem Vance made a motion to approve the
consent agenda items as presented; Councilman Glaspell
seconded, motion carried unanimously. The approved items are
as follows:
A. Minutes of the September 23, 1991 Public Hearing on the
tax increase.
Ef. Minutes of the September 23, 1991 Council Meeting.
Councilman Engel6erk abstained from approving the
minutes of the September 23, 1991 meetings. He was
unable to be in attendance.
C. Minutes of the September 27, 1991 Council Meeting.
D. CONSIDERATION OF ORDINANCES:
1. Town Council to consider adopting an ordinance
regulating the construction of swimming pool and
repealing ordinance 86-18 relating to swimming pools.
2. Town Council to consider adopting an ordinance
creating the office of Town Manager and repealing
Ordinance 89-01 relating to the office of Town
Administrator.
3. Town Council to consider adopting an ordinance
establishing regulations for the construction of
fences and repealing Ordinance 89-17 relating to
fences.
BOY SCOUTS OF AMERICA TO PRESENT CHARTER TO THE TROPHY CLUB
POLICE DEPARTMENT OF PUBLIC SAFETY.
Mr. Paul Vitzana presented Chief Franklin with a Charter
granted to the Department of Public Safety. The Charter
establishes Explorer Post 453 in Trophy Club.
PRESENTATIONS BY CITIZENS
Several residents from Pebble Beach, Inverness and Trophy
Wood Drive spoke against the proposed east entrance. They
felt the entrance would be dangerous and was unwarranted at
this time.
The Council asked Pauline Shaw to have Teague, Nall and
Perkins do an environmental study in the area of the new
entrance. Chief Franklin was asked to look at several safety
issues and to get a traffic count in various locations
leading up to the proposed entrance.

PRESENTATIONS BY COUNCIL
Mayor Pro Tem Vance asked about the tall grass around the
C.I.A. pool. Mr. Ed Tweedie of Trophy Realtors said he has
asked Mr. Hayes to out the grass and bill him for it.
Council Member Hill asked Pauline Shaw to update the Council
on recycling. Ms. Shaw stated she had recently met with
B.F.I. who offered to recycle for the Town by "subscription".
This would allow homeowners who want to recycle to
participate.
TOWN COUNCIL TO CONSIDER GRANTING A MERITORIOUS EXCEPTION
REQUEST TO TROPHY REALTORS CONCERNING SIGN ORDINANCE 90-18.
Mr. Ed Tweedie of Trophy Realtors stated that his two
information signs had been in place since before
incorporation and he thought they were grandfathered. After
much discussion the Council decided to take no action to
remove the signs.
TOWN COUNCIL TO CONSIDER ADOPTING A RESOLUTION APPROVING AN
EMERGENCY MEDICAL SERVICE AGREEMENT BY AND BETWEEN THE TOWN
AND THE CITY OF KELLER, TEXAS; PROVIDING AN EFFECTIVE DATE.
Council Member Engelbeck made a motion to approve the
agreement, Council Member Moore seconded, motion carried
unanimously.
TOWN COUNCIL TO CONSIDER FINANCIAL REPORTS FOR THE MONTH OF
SEPTEMBER.
Council Member Hill made a motion to approve the financial
reports as presented, Council Member Engelbeck seconded,
motion carried unanimously.
TOWN COUNCIL TO DISCUSS PROPOSALS FOR TROPHY WOOD EXTENSION
TO T.W. KING ROAD TO PROVIDE ACCESS TO TOWN; TO CONSIDER
ALTERNATIVES FOR ACQUIRING TEMPORARY EASEMENT AND TAKE
APPROPRIATE ACTION.
Attorney John Hill reported that Karen England with
Sunbelt was still waiting to hear from F.D.I.C. She told Mr.
Hill she hoped to hear from them within the next two weeks.
