Minutes TC 09/10/1991 - Public HearingMINUTES OF THE PUBLIC HEARING ON THE BUDGET TOWN OF TROPHY CLUB TROPHY CLUB, TEXAS THE STATE OF TEXAS } COUNTY OF DENTON ) The Town Council of the Town of Trophy Club, Texas met in a public hearing on the budget on Tuesday, September 10, 1991. The meeting was held within the boundaries of the Town and was open to the Public. Jim Carter Mayor Terry Vance Mayor Pro Tem Marshall Engelbeck Council Member Doug Glaspell Council Member Gene Hill Council Member Cotton Moore Council Member Also present were members of the Town staff: Don Franklin Chief of Police John Hill Town Attorney Jack Jacobs Town Treasurer Cindy Kelly Town Secretary Pauline Shaw Director of Public Works Donna Welsh Town Manager Finance Committee members present: John Carter Chairman Scott Smith Member Susan McCabe Member CALL TO ORDER Mayor Carter called the meeting to order at 8:34 p.m. PUBLIC HEARING: THE TOWN COUNCIL OF THE TOWN OF TROPHY CLUB WILL CONDUCT A PUBLIC HEARING ON THE BUDGET FOR FISCAL YEAR OCTOBER 1, 1991 TO SEPTEMBER 30, 1992. Mayor Pro Tem Vance made a motion to open the public hearing. Council Member Hill seconded; motion carried unanimously. Several people addressed the Council regarding the budget. Treasurer Jack Jacobs presented several changes. Police Chief Don Franklin requested the Council's consideration of hiring an additional police officer in April of 1992. Page 2, Public Hearing, 09/10/91 Mr. Mike Hamper, Chairman of the Planning and Zoning Commission, expressed concern about the Town's future growth and requested additional funding for Consulting Engineering. Mr. Scott Smith, Finance Committee member, stated that the Finance Committee was not necessarily in agreement with the amount budgeted for the Humane Society. Councilman Moore thanked Mr. Hamper for his dedicated service to the Town of Trophy Club. TOWN COUNCIL TO ADJOURN PUBLIC HEARING Councilman Engelbeck made a motion to adjourn the public hearing. Councilman Glaspell seconded; motion passed unanimously. The public hearing was adjourned at 8:47 p.m. TOWN COUNCIL TO CONSIDER ADOPTING THE BUDGET FOR FISCAL YEAR OCTOBER 1, 1991 TO SEPTEMBER 30, 1992. Council Member Hill made a motion to adopt the $1,001,180 budget for the 1991-1992 fiscal year; Councilman Glaspell seconded; motion carried unanimously. A copy of the budget is attached to the minutes of this meeting. TOWN COUNCIL TO DISCUSS THE PROPOSED TAX RATE INCREASE FOR FISCAL YEAR OCTOBER 1, 1991 TO SEPTEMBER 30, 1992 AND TAKE RECORD VOTE. Treasurer Jack Jacobs informed the Council that the adopted budget would necessitate a tax rate of .2796 per $100 of assessed valuation. Councilman Hill made a motion to propose a tax rate of .2796 in support of the 1991-1992 budget; Councilman Moore seconded; motion passed unanimously. COUNCIL TO SCHEDULE PUBLIC HEARING ON THE TAX RATE INCREASE. Council will meet on September 23, 1991, 7:00 p.m. in the MUD building in a public hearing on the tax rate increase.
