Minutes TC 09/23/1991MINUTES OF TOWN COUNCIL MEETING TOWN OF TROPHY CLUB TROPHY CLUB, TEXAS THE STATE OF TEXAS COUNTY OF DENTON The Town Council of the Town of Trophy Club, Texas met in regular session on Monday, September 23, 1991. The meeting was held within the boundaries of the Town and was open to the Public. Terry Vance Mayor Pro Tem Doug Glaspell Council Member Gene Hill Council Member Cotton Moore Council Member Mayor Jim Carter and Councilman Engelbeck were unable to attend the meeting. Also present were members of the Town staff: John Hill Jack Jacobs Cindy Kelly Pauline Shaw Donna Welsh CALL TO ORDER Town Attorney Town Treasurer Town Secretary Director of Public Works Town Administrator Mayor Pro Tem Vance called the meeting to order at 7:08 p.m. immediately following the Public Hearing on the tax increase. Mr. Vance had read the following statement from Mayor Carter at the Public Hearing: "Please accept my apology for missing tonight's meetings. In the past 6 1/2 years that I have been Mayor, I have only been absent twice. On both of those occasions I was representing the Town. Tonight's absence has the same connotation. I am meeting with State Officials which has favorable benefits to the town. Good luck on your meetings tonight." CONSENT AGENDA The next order of business was for the Town Council to consider the consent items, which were deemed to need little deliberation and were acted upon as one business item. Mayor Pro Tem Vance asked if there was any member of the Town Council who wished to remove an item from the consent agenda for full discussion. Page 2, Council Meeting, 09/23/91 There was not a request to remove any item from the Consent Agenda. Councilman Glaspell made a motion to approve the consent agenda items as presented; Councilman Hill seconded, motion carried unanimously. The approved items are as follows: A. Minutes of the September 10, 1991 Public Hearing on the budget. B. Minutes of the September 10, 1991 Council Meeting. C. Town Council to consider a resolution approving an interlocal cooperation agreement with Denton County for road repairs on a portion of Marshall Creek Road located within the Town boundaries; authorizing the Mayor to execute the agreement. D. Town Council to consider a resolution authorizing and empowering the Mayor to execute a contract with Denton County Motors for the lease -purchase of one vehicle for the Trophy Club Police Department; providing an effective date. PRESENTATIONS BY CITIZENS There were no presentations by citizens at this time. PRESENTATIONS BY COUNCIL Council Member Moore, as Public Safety Liaison, informed the Council of the Fire Department's offer to allow the police department to occupy office space on the second floor of the fire station rent-free. Treasurer Jack Jacobs said that the only monies needed would be approximately $3,500 to install phone lines, and that this money could be taken from the current year's contingency fund. Mayor Pro Tem Vance stated that this item was not on the agenda but received a general consensus from the Council to have the matter put on the agenda for the 09/27/91 meeting. Mr. Vance also said that he would like to see both the Town and the MUDs agree to the arrangement in writing. Council Member Hill thanked John Carter and the Finance Committee for their many hours and hard work during the budgeting process. Page 3, Council Meeting, 09/23/91 Mayor Pro Tem Vance called attention to Diane Cockrell's certification for completing the Uniform Crime Reporting Workshop which was at the back of the Council packets. Mr. Vance expressed appreciation for employees willing to continue their education. TOWN COUNCIL TO CONSIDER GRANTING A VARIANCE TO ORDINANCES 90-12 AND 90-16 CONCERNING SATELLITE DISHES. Council Member Glaspell made a motion to grant a variance to Mr. Gary Farmer, 3 Heritage Court; Councilman Moore seconded. Motion passed unanimously. EXECUTIVE SESSION The Town Council adjourned into Executive Session at 7:27 p.m. to discuss appointing a member to the Public Safety Committee. OPEN SESSION Council reconvened into open session at 7:32 p.m. Councilman Moore made a motion to appoint Jimmy Sturdevant to the Public Safety Committee; Council Member Hill seconded.
