Minutes TC 05/05/1992MINUTES OF TOWN COUNCIL MEETING TOWN OF TROPHY CLUB TROPHY CLUB, TEXAS THE STATE OF TEXAS COUNTY OF DENTON The Town council of the Town of Trophy Club, Texas met in regular session on Tuesday, May 5, 1992. The meeting was held within the boundaries of the Town and was open to the Public. Town staff members present: Don Franklin Chief of Police John Hill Attorney J L Jack Jacobs Town Treasurer Pauline Shaw Director of Public Works Donna Welsh Town Manager Finance Committee members present: John Carter Robert Burns Jim Hase Jim Nuber Lee Pettigrew Scott Smith CALL TO ORDER Chairman Committee Member Committee Member Committee Member Committee Member Committee Member Mayor Carter called the meeting to order at 7:00 p.m. INVOCATION An Invocation was given by Mayor Pro Tem Terry Vance and by Dr. Jimmy McLeod. PLEDGE OF ALLEGIANCE TO THE AMERICAN AND TEXAS FLAGS The pledge of allegiance to the American and Texas Flags was led by Chief Don Franklin, Police Chief. .L Page 2, Council Meeting, 5/5/92 CONSENT AGENDA The next order of business was for the Town Council to consider the consent agenda. Mayor Carter asked if there was any member of the Town Council who wished to remove an item from the consent agenda for full discussion. There was not a request to remove any item from the Consent Agenda. Council Member Hill made a motion to approve the consent agenda items as presented; Mayor Pro Tem Vance seconded, motion carried unanimously. The approved items are as follows: A. Minutes of the April 21, 1992 Council Meeting B. Town Council to consider granting a meritorious exception request to Trophy Club Country Club concerning Sign ordinance 90-18. TOWN COUNCIL TO CONSIDER AN ORDINANCE CANVASSING THE 1992 ELECTION RETURNS AND TAKE APPROPRIATE ACTION. A copy of the "Order Declaring Result of City Officers' Election" is attached to these minutes. Council Member Glaspell made a motion to approve the canvass as presented by Mayor Carter, Mayor Pro Tem Vance seconded, motion carried unanimously. PRESENTATIONS BY CITIZENS TO OUTGOING COUNCIL There were no presentations. PRESENTATIONS BY OUTGOING COUNCIL Mayor Carter presented mayor Pro Tem Vance with a plaque inscribed as follows: Trophy Club Town Council 1985 - 1992 Terry was elected to the original Trophy Club Town council in 1985 and has served four consecutive terms. Mayor Pro Tem for three terms; Parks and Recreation Committee Liaison to the Town Council. During this time the committee successfully completed Harmony Park, a 13 acre multi-purpose park project built with matching funds from the State and land donated by the developer. In appreciation for his dedication and concern for the citizens of the Town of Trophy Club this plaque is presented to Terry L. Vance. On this the 5th day of May, 1992 Page 3, Council Meeting, 5/-5/92 Mayor Pro Tem Vance stated his wife sent her regrets, she was unable to make the meeting due to his son receiving a recognitition award for being in the top ten in his class. Mayor Pro Tem Vance congratulated the new council members. He then thanked the citizens for allowing him to serve them; also Mayor Pro Tem, Vance thanked everyone for their support. John Hill, Dan Boutwell, Mayor Carter, Committee Members, Town Staff and his family were thanked individually by Mayor Pro Tem Vance. RECESS: 5 minutes MAYOR CARTER TO ADMINISTER THE OATH OF OFFICE TO THE INCOMING COUNCIL Mayor Carter administered the "Statement of Elected officers Oath" to the newly elected officials. PRESENTATIONS BY CITIZENS TO INCOMING COUNCIL There were no presentations by citizens. PRESENTATIONS BY THE INCOMING COUNCIL Council Members Engelbeck, Hill, and Stoltz thanked everyone for their support in the election. RECESS: 10 minutes WORKSHOP: TOWN COUNCIL TO CONDUCT A BOND WORKSHOP WITH THE FINANCE COMMITTEE The Town Council and Finance Committee members discussed the various aspects associated with floating a Bond and having a Bond Election. After the lengthy discussion, a concensus of the Town Council and the Finance committee felt it best to move the call for a Bond Election until January, 1993. The Town council will move forward with soliciting and appointing a Steering Committee for the proposed Bonds. TOWN COUNCIL TO CONSIDER BOND COUNSEL CONTRACT WITH MCCALL, PARKHURST AND HORTON L.L.P. AND TAKE ANY APPROPRIATE ACTION After a brief discussion, Council member Hill made a motion that the Town of Trophy Club contract with McCall, Parkhurst and Horton as Bond Counsel for the Bond Issue in connection with their proposal dated April 2.7, 1992. Council Member Glaspell seconded; mot -Lon carried unanimously. Page 4, Council Meeting, 5/5/92 EXECUTIVE SESSION The Town council adjourned into Executive Session at 9:45 p.m. to consider: A. Town Council to Consider Committee Appointments to All Town Committees. B. Town Council to Discuss The Office Of Mayor Pro Tem OPEN SESSION Council reconvened into open session at 10:17 p.m. Council Member Engelbeck made a motion to re -appoint all current commission, zoning board and committee members who have expressed a desire to continue to serve on their respective commissions, boards and committees. Council Member Hill seconded; motion passed unanimously. Commission, Board and Committees are listed below: Planning and zoning Commission zoning Board of Adjustments Administrative Committee Drainage Task Force Emergency Management Committee Finance Committee Parks and Recreation Committee Public Relations Committee Public safety committee Public Works Committee Council member Moore made a motion to appoint Mr. mark Chambers to serve on the Public Safety Committee. Council Member Hill seconded the motion. The motion passed unanimously. Council Member Glaspell made a motion to appoint Mr. Terry Vance as Chairman of the Parks and Recreation Committee and appoint Mr. Worth Blake as a committee member. Council Member Hill seconded; motion carried unanimously. Council Member Hill made a motion to re -appoint Council Member Engelbeck as liaison to the Public Works Committee; appoint Council Member Glaspell as liaison to the Parks and Recreation Committee; re -appoint Council Member Hill as liaison to the Finance Committee; re -appoint Council Member Moore as liaison to the Public Safety Committee and appoint Council Member Stoltz as liaison to the Public Relations Committee. Council Member Moore seconded. The motion carried unanimously. Page 5, Council Meeting, rD/5/92- Council Member Glaspell made a motion to nominate Council Member Hill for Mayor Pro Tem. Council Member Engelbeck seconded; motion approved. Council Member Hill abstained.
