Minutes TC 09/10/1992MINUTES OF PUBLIC HEARING ON THE BUDGET TOWN OF TROPHY CLUB TROPHY CLUB, TEXAS THE STATE OF TEXAS COUNTY OF DENTON The Town Council of the Town of Trophy Club, Texas met in a public hearing on the budget, on Thursday, September 10, 1992. The meeting was held within the boundaries of the Town and was open to the public. Town Council: Jim Carter Gene Hill Doug Glaspell Cotton Moore Patti Stoltz Mayor Mayor Pro Tem Council Member Council Member Council Member Council Member Engelbeck was unable to attend the meeting. Finance Committee: John Carter Chairman Robert Burns Committee Member Jim Hase Committee Member Scott Smith Committee Member Members Jim Nuber, Dr. Lee Pettigrew and Susan McCabe were unable to attend the meeting. Also present were members of the Town staff: Donna Welsh Don Franklin Jack Jacobs Pauline Shaw Cindy Kelly CALL TO ORDER Town Manager Chief of Police Town Treasurer Director of Public Works Town Secretary Mayor Carter called the meeting to order at 7:00 p.m. INVOCATION Mr. john Carter gave the invocation. PLEDGE OF ALLEGIANCE Chief Don Franklin led in the pledges of allegiance to the American and Texas flags. Page 2, Public Hearing, 09/10/92 At this point in the meeting, Mayor Carter introduced Ms. Mary Denny James, Republican candidate for District 63 State Representative. Ms. James briefly introduced herself to those present. PUBLIC HEARING: THE TOWN COUNCIL OF THE TOWN OF TROPHY CLUB WILL CONDUCT A PUBLIC HEARING ON THE BUDGET FOR FISCAL YEAR OCTOBER 1, 1992 TO SEPTEMBER 30, 1993. Mayor Carter thanked Finance Committee Members for their efforts on the budget. Councilman Moore moved that the Public Hearing begin; Mayor Pro Tem Hill seconded; motion carried unanimously. Ms. Barbara Aerstin, 26 Troon addressed the Council concerning funding for the new 5,000 sq. ft. library to be built on donated land in Roanoke. Mr. Bob Sylvia, former Council Member, expressed his concern over the increase in taxes and proposed that funding for the Drainage Study and the East Entrance items be removed from the regular budget and rolled into a bond issue. Ms. Sally Bigley, 108 Fresh Meadow, addressed the Council with her concerns for funding the Roanoke Animal Shelter. Mr. Harold Fisher, 103 Forest Hill Drive, expressed his concern over the number of full time police officers and requested an explanation to justify the number of officers. TOWN COUNCIL TO ADJOURN THE PUBLIC HEARING As there were no other residents who wished to address the Council, Mayor Pro Tem Hill made a motion to close the Public Hearing. Councilman Glaspell seconded; motion passed unanimously. The Public Hearing closed at 7:30 p.m. TOWN COUNCIL TO CONSIDER APPROVING AN ORDINANCE ADOPTING THE BUDGET FOR FISCAL YEAR OCTOBER 1, 1992 TO SEPTEMBER 30, 1993. Members of the Council and the Mayor discussed each item of concern that the residents had presented. As there were no motions made to change any of the proposed budget line items, Mayor Pro Tem Hill moved to approve the Ordinance and adopt the budget as proposed for fiscal year October 1, 1992 through September 30, 1993. Council Member Stoltz seconded; motion carried unanimously. Page 3, Public Hearing, 09/10/92 TOWN COUNCIL TO DISCUSS THE PROPOSED TAX RATE INCREASE FOR FISCAL YEAR OCTOBER 1, 1992 THROUGH SEPTEMBER 30, 1993 AND TAKE RECORD VOTE. Town Treasurer, Jack Jacobs, informed the Council that the tax rate would be .3361 per $100 of assessed valuation. Following a brief discussion, the Council then voted on the tax rate. Mayor Pro Tem Hill made a motion to set the tax rate at .3361 per $100 of assessed valuation; Councilman Glaspell seconded, motion carried unanimously. Vote was as follows: For the tax rate: Council Members Glaspell, Hill, Moore and Stoltz. Against the rate: None. Present and not voting: None. Absent: Council Member Engelbeck. TOWN COUNCIL TO SCHEDULE PUBLIC HEARING ON THE TAX RATE INCREASE. The public hearing on the tax rate increase was set for Thursday, September 24, 1992 at 7:00 p.m. Chief Franklin mentioned that he was looking at the feasibility of a Public Safety Department in Trophy Club and would present more information at a future date.
