Minutes TC 06/01/1993MINUTES OF TOWN COUNCIL MEETING TOWN OF TROPHY CLUB TROPHY CLUB, TEXAS THE STATE OF TEXAS COUNTY OF DENTON The Town Council of the Town of Trophy Club, Texas met in regular session on Tuesday, June 1, 1993. The meeting was held within the boundaries of the Town and was open to the Public. Marshall Engelbeck Council Member Doug Glaspell Council Member Gene Hill Mayor Pro Tem Cotton Moore Council Member Patti Stoltz Council Member Mayor Carter was unable to attend the meeting. Town staff members present: Pauline Shaw Director of Public Works Donna Welsh Town Manager Chief Don Franklin Police Chief Karen Sadri Administrative Assistant A�• • 41 �9.1 Mayor Pro Tem called the meeting to order at 7:00 p.m. noting a quorum was present. INVOCATION An Invocation was given by Council Member Moore. PLEDGE OF ALLEGIANCE TO THE AMERICAN AND TEXAS FLAGS The pledge of allegiance to the American and Texas Flags was led by Chief Don Franklin. CONSENT AGENDA The next order of business was for the Town Council to consider the consent agenda item which was deemed to need little deliberation. As no one wished to remove any item, Council Member Glaspell made a motion to approve the consent agenda; Council Member Stoltz seconded. Motion carried unanimously for item A. The approved item is as follows: A. Minutes of the May 18, 1993 Council Meeting Page 2, Council Meeting, 06/01/93 PRESENTATIONS BY CITIZENS No one wished to speak. STAFF AND COMMITTEE REPORTS Town Manager, Donna Welsh introduced Karen Sadri, a new employee for the Town. PRESENTATIONS BY COUNCIL There were no presentations given. TOWN COUNCIL TO CONSIDER APRIL 1993 FINANCIALS After a brief discussion, Council Member Stoltz made a motion to approve the April 1993 Financials as presented. Council Member Moore seconded; motion passed unanimously. CHIEF DON FRANKLIN TO ADDRESS COUNCIL REGARDING D.A.R.E. OFFICER Mayor Pro Tem Hill requested Chief Franklin present the information regarding a D.A.R.E. Officer. Chief Franklin described the program that is designed for Fifth Grade Students. He further described the cost for the program and the officer. Chief Franklin mentioned the commitment by the North West Independent School District Board to fund half of the cost for the D.A.R.E. program which includes the Officer. A consensus of the Council was to go forward with the D.A.R.E. Program and Officer and have Chief Franklin continue to seek approval from the other Towns. Chief Franklin was requested to come back to the Council when the other Towns have made their commitment. The Council will make a decision with regard to funding at that time. Council Member Engelbeck stated he was philosophically against a Police Officer teaching the program. He feels teachers should be teaching this program. CHIEF DON FRANKLIN TO ADDRESS COUNCIL REGARDING POLICE PACKAGE VEHICLES Mayor Pro Tem Hill called upon Chief Franklin to present the information regarding the Police Vehicle Package. After Chief Franklin's presentation, a discussion ensued. Page 3, Council Meeting, OG/01/93 Council Member Glaspell made a motion to approve the purchase of two new police vehicles and directed staff to identify funds in the budget for the acquisition of the vehicles. Council Member Moore seconded; motion passed unanimously. Council Member Moore made a motion to adjourn the meeting at 7:37 p.m. and to meet again on June 15, 1993.
