COUNTY OF DENTON
The Town Council of the Town of Trophy Club, Texas met in
regular session on Tuesday, June 15, 1993. The meeting was
held within the boundaries of the Town and was open to the
Public.

CALL TO ORDER
Mayor Carter called the meeting to order at 7:05 p.m. noting
a quorum was present. He then welcomed Council Members,
guests and staff.
INVOCATION
An Invocation was given by Council Member Moore.
PLEDGE OF ALLEGIANCE TO THE AMERICAN AND TEXAS FLAGS
The pledge of allegiance to the American and Texas Flags was
led by Gary Tomlin, Editor of Trophy Tales.
CONSENT AGENDA
The next order of business was for the Town Council to
consider the consent agenda items which were deemed to need
little deliberation. Mayor Carter wished to remove item C to
allow Town Attorney Hill time to review the material. Mayor
Pro Tem Hill made a motion to remove item C from this
agenda and place it on a future one. Council Member Glaspell
seconded; motion carried unanimously.

Mayor Pro Tem Hill then made a motion to approve consent
agenda items A and B. Council Member Moore seconded; motion
carried unanimously.
The approved items are as follows:
A. Minutes of the June 1, 1993 Town Council Meeting
B. Funds for police package vehicles from East
entrance
C. T.U. Electric ordinance
TOWN COUNCIL TO CONSIDER THE PLANNING AND ZONING RECOMMEND-
ATION OF CONTINUING THE JOINT PUBLIC HEARING FROM FEBRUARY
1993 ON THE REFORMATTING OF THE ZONING ORDINANCE TO A DATE
CERTAIN OF JULY 20, 1993.
Mayor Pro Tem Hill made a motion to continue the joint Town
and Planning and Zoning Public Hearing on July 20.1993.
Council Member Glaspell seconded; motion carried unanimously.
TOWN COUNCIL TO CONSIDER A RECOMMENDATION FROM THE PLANNING
AND ZONING COMMISSION FOR A PRELIMINARY PLAT REGARDING APPROX
IMATELY 16 ACRES OUT OF THE C MEDLIN SURVEY, ABSTRACT 823,
LOCATED NORTH AND WEST ALONG TROPHY CLUB DRIVE AND SOUTH OF
MUNICIPAL DRIVE FOR FELLOWSHIP UNITED METHODIST CHURCH AND
TAKE APPROPRIATE ACTION.
Dan Boutwell, City Planner, explained the resubmitted prelim-
inary plat application with changes concentrating on the lay
out location of single family lots all together on one site
and the one traffic control intersection at Trophy Club
Drive.
Council Member Engelbeck expressed concern for the 5 to 6
lots which have rear lot lines facing the street. City
Planner Boutwell recommended a decorative masonry fence along
the perimeters of the church site, and the houses have front
yard accesses.
Council Member Moore inquired of the Fire Marshall's approval
of the additional fire hydrant. City Planner Boutwell
reminded the Town Council that all of this is subject to
approval.
Even though the plat applicant was in attendance, no comments
were issued.
Sunset Drive resident Susan McCabe was emphatic about Trophy
Club retaining its division of residential and commercial

areas.
She claims this is a critical time for our community and any
standards set now will determine Trophy Club's future. She
noted plans to stay on top of this issue to keep her area
residential and to gain support of her neighbors.
Mayor Carter reassured her that Sunset is zoned residential
and that safeguards like the decorative fence and one design
traffic control are going to be requirements.
Mayor Pro Tem Hill then made a motion to accept the prelim-
inary plat with contingency on screening the residential lots
with fencing and no access of the lots to Trophy Club Drive.
He then immediately modified his motion to no access from the
rear of lots to adjacent streets or properties. Council
Member Engelbeck seconded.
Council Member Glaspell then moved to amend that motion to
include the screening be a decorative masonry fence along
Trophy Club Drive and the other 2 sides be comparable. Mayor
Pro Tem Hill agreed and seconded; motion carried unanimously.
Mayor Pro Tem Hill commented that the current developer on
Sunset Drive should consider appropriate screening but didn't
make a motion since the plat is unapproved.
PRESENTATIONS BY CITIZENS
Thomas Matthews of 11 Troon Drive spoke to the Council with
code enforcement items that need to be addressed. The staff
will follow up.
STAFF AND COMMITTEE REPORTS
Attorney Hill had nothing to add to his status report but
Mayor Carter encouraged him to review the T.U. Electric
Ordinance as soon as possible.
Planning and Zoning has issued 35 new building permits.
The City's preliminary tax role is around $215 million for
1993.
PRESENTATIONS BY COUNCIL
Mayor Pro Tem Hill inquired about the due date for the com-
mittee membership and reappointment lists.
Council Member Glaspell was in agreement with resident Tom
Matthews assessment of Trophy Club's appearance. He's

noticed broken mail boxes, unkept yards, general unheeded
repairs. Mayor Carter suggested sending letters to the
owners before they are in a state of non-compliance.
Mayor Pro Tem Hill made a motion to adjourn the meeting at
7:49 p.m. and to meet again on July 20, 1993. Council Mem-
ber Glaspell seconded; motion carTled unanimoga-sly.
