Minutes TC 04/25/1995MINUTES OF TOWN COUNCIL MEETING TOWN OF TROPHY CLUB, TEXAS APRIL 25' 1985 THE STATE OF TEXAS � � COUNTY OF DENT0N � The Town Council of the Town of Trophy Club, Texas met in a regular session DD TW**adeuy, April 25, 1885. The meeting was held within the boundaries of the Town and was open to the Public. Council Members Present: Jim Carter Mayor Gene Hill Mayor Pro Tem Marshall Engmlbeck Council Member Doug 87aapell Council Member Cotton Moore Council Member Patti Stoltz Council Member Also present were guests and staff members: Donna Welsh Town Manager John Hill Town Attorney Pauline Shaw Planning & Zoning Administrator Bill LeaQrand Public Works Director Karen Sadri Town Secretary Mike Hamper Chairman of Planning and Zoning Committee Mark Brin8hurat T.U. Electric Manager Interim Police Chief Miller and Town Treasurer Jacobs were absent due to other commitments. CALL TO ORDER. Mayor Carter called the meeting to order at 7:00 p.m. noting a quorum was present. He then welcomed Council Members, guests, and staff. INVOCATION. An Invocation was given by Council Member Moore. PLEDGE OF ALLEGIANCE TO THE AMERICAN AND TEXAS FLAGS. The pledge of allegiance to the American and Texas Flags was led by Mayor Pro Tem Hill. Mayor Carter requested that the Emergency Supplemental Agenda Item be considered as item 4. Page 2, Town Council Meeting, April 25` 1985 TO ELECTRIC REQUESTING PERMISSION TO INSTALL ONE UTILITY PULE AND SWITCHING GEAR AT THE REAR PROPERTY OF: THE WOODS ADDITION AND THE SIDE REAR OF THE MUNICIPAL UTILITY PROPERTY FOR THE PURPOSE OF PROVIDING ELECTRICITY TO THE WOODS ADDITION IN ACCORDANCE WITH THE TOWN'S SUBDIVISION REGULATIONS. Mark BringhurGt, TO Electric Manager, showed the Council with the aid of a Town map which 4 utility poles would be eliminated by using one new pole and the existing poles near the cemetery. He assured the Council of TU Electric Company's desire to comply with the subdivision regulations of only underground utilities for all future development. Nihm Hamper, Chairman of the Planning and Zoning Committee, recommended that the Council approve this one time variance in order to provide immediate electrical power to the Woods Addition. After some discussion, Mayor Pro Tem Hill made a motion to approve TO Electric's request. Council Member Glaspell seconded; motion passed unanimously. The Mayor then returned to the regular agenda items. TOWN COUNCIL TO CONSIDER A RESOLUTION OF THE TOWN OF TROPHY CLUB, TEXAS DIRECTING THE TOWN STAFF, FOR THE PURPOSE OF SEEKING THE COMMON GOOD AND BENEFIT FOR THE CITIZENS OF THE TOWN, TO TAKE ANY AND ALL STEPS NECESSARY TO INVESTIGATE AND DETERMINE THE AUTHORITY OF AND THE PROCEDURE FOR THE TOWN OF TROPHY CLUB MUNICIPAL UTILITY DISTRICT NO. 1 AND THE TROPHY CLUB MUNICIPAL DISTRICT NO. 2 AND TO ASSIMILATE THE SAME INTO THE TOWN, AND TO PROCEED TOWARD ACCOMPLISHMENT OF SUCH ABOLITION AND ASSIMILATION; PROVIDING AN EFFECTIVE DATE. The Mayor and Council Meombera, opinions were in agreement that the consolidation has to benefit the Town as a whole and the Town's citizens. A feasibility study was suggested to gather all the facts for lowering costs and maintaining a low tan rate. Presidents of both M.U.D. I AND II emphasized that they were of the same opinion, and a joint task force would gather all legal, financial, and operational facto to be able to project the future. Town Citizens commented on the need for utilizing community expertise and involvement and for communicating regularly to the citizens the progress of the study. After further discussion and instead of the proposed resolution, Council Member EnQelbeok made a motion that the Town agree to participate in the committee in existence with M.U.D. I and II in order to determine the long range organizational relationship between the three entities. Council Member Stoltz seconded; motion passed unanimously. Council Member 8laspell then made a motion to appoint Council Members Stoltz and Engelbeok and Town Manager Welsh to represent the Town for that committee. Mayor Pro Tem seconded; motion passed unanimously. PRESENTATIONS BY CITIZENS No presentations were given. STAFF AND COMMITTEE REPORTS Town Manager Welsh reminded everyone of the Town's 10th Birthday Party on Sunday, April 80th from 1 to 4 p.m. PRESENTATIONS By COUNCIL Council Member 8loapell emphasized the need for citizen input to the tri -entity committee.
