The Town Council of the Town of Trophy Club, Texas met in
a Joint Public Hearing with the Planning and Zoning
Commission on Thursday, August 31, 1995 at 7:00 p.m. After
the Public Hearing the Town Council participated with the
Finance Committee in a Budget Workshop. The meeting was held
within the boundaries of the Town and was open to the Public.

Mayor Carter called the meeting to order at 7:04 p.m. noting
a quorum was present. He then welcomed Council Members,
Commissioners, Committee Members, staff and guests.
INVOCATION.
An Invocation was given by Council Member Moore.
PLEDGE OF ALLEGIANCE TO THE AMERICAN AND TEXAS FLAGS.
The pledge of allegiance to the American and Texas Flags was
led by Planning and Zoning Co -Chairman Booker.
PUBLIC HEARING
TOWN COUNCIL TO CONSIDER AN ORDINANCE OF THE TOWN OF TROPHY
CLUB, TEXAS INSTRUCTING AND DIRECTING THE TOWN STAFF TO TAKE
ALL NECESSARY LEGAL STEPS TO CALL A JOINT PUBLIC HEARING OF
THE TOWN PLANNING AND ZONING COMMISSION AND TOWN COUNCIL FOR
THE PURPOSE OF CONSIDERING THE REZONING OF SEVERAL SMALL
TRACTS OF LAND FOR USE AS A GOLF COURSE, THE SAID REZONING
BEING AN AMENDMENT TO THE COMPREHENSIVE ZONING ORDINANCE,
ORDINANCE NO. 94-09, OF THE TOWN; PROVIDING AN EFFECTIVE
DATE.
Mayor Pro Tem Hill made a motion to accept the ordinance as
stated. Council Member Glaspell seconded; motion passed
unanimously.
TOWN COUNCIL TO CONDUCT A PUBLIC HEARING JOINTLY WITH THE
PLANNING AND ZONING COMMISSION RELATIVE TO THE FOLLOWING:
A. AN ORDINANCE OF THE TOWN OF TROPHY CLUB, TEXAS
AMENDING ORDINANCE NO. 94-09 OF THE TOWN, THE SAME
BEING THE COMPREHENSIVE ZONING ORDINANCE, BY
AMENDING THE OFFICIAL ZONING MAP OF THE TOWN BY
CHANGING THE ZONING COMMERCIAL RECREATION DISTRICT TO

R-15 SINGLE FAMILY RESIDENTIAL DISTRICT; R-12 SINGLE
FAMILY DISTRICT TO "CR" COMMERCIAL RECREATION
DISTRICT; AND R-15 SINGLE FAMILY DISTRICT TO
COMMERCIAL RECREATION DISTRICT FOR GOLF COURSE
PURPOSES ON CERTAIN TRACTS OF LAND BEING PARTICULARLY
DESCRIBED IN EXHIBIT "A" ATTACHED HERETO; PROVIDING
THAT SUCH TRACTS OF LAND SHALL BE USED IN ACCORDANCE
WITH THE REQUIREMENTS OF THE COMPREHENSIVE ZONING
ORDINANCE AND ALL OTHER APPLICABLE ORDINANCES OF THE
TOWN; CORRECTING THE OFFICIAL MAP; PROVIDING A
SEVERABILITY CLAUSE; PROVIDING A SAVINGS CLAUSE AND
THAT ALL OTHER ORDINANCES IN CONFLICT HEREWITH ARE
REPEALED TO THE EXTENT OF SUCH CONFLICT; PROVIDING A
PENALTY NOT TO EXCEED THE SUM OF MORE THAN TWO
THOUSAND DOLLARS ($ 2,000.00) FOR EACH VIOLATION
HEREOF AND A SEPARATE VIOLATION SHALL BE DEEMED
COMMITTED EACH DAY DURING OR ON WHICH A VIOLATION
OCCURS OR CONTINUES; PROVIDING AN EFFECTIVE DATE.
At 7:07 Chairman Hamper opened the Planning and Zoning
meeting and noted a quorum was present. He then called for
a motion to open the joint public hearing. Co-chairman Booker
made a motion to open the joint public hearing as outlined on
the agenda for the Planning and Zoning Commission.
Commissioner Williams seconded; motion passed unanimously.
Then Mayor Pro Tem Hill made a motion to call the same
meeting for the Town Council. Council Member Moore seconded;
motion passed unanimously.
Upon Chairman Hamper's request Ms. Ann Zadeh explained that
the most recent changes were to the site plan and both the
zoning and plat were previously viewed by the Commission.
Applicant Hap Baggett reminded the Commission and Council
that last October they had agreed to a preliminary plat of
the new nine hole golf course with the understanding that the
designer might shift the course in 3 to 4 places. Tonight's
approval of the final plat includes 6 additional acres to the
course making the inclusion of 21 total tracts rather than
the original 17. He informed everyone that the western entry
now has enough right-of-way and the driving range is in
M.U.D. I with the rest of the course in M.U.D.II.
TOWN COUNCIL TO CLOSE THE JOINT PUBLIC HEARING AND/OR
CONTINUE TO A DATE CERTAIN.
Since no one else wished to speak at the public hearing,
Commissioner Williams made a motion to close the joint public
hearing. Co-chairman Vance seconded; motion passed
unanimously.
Mayor Pro Tem Hill then made the same motion for the Town
Council. Council Member Stoltz seconded; motion passed

TOWN COUNCIL/PLANNING AND ZONING COMMISSION TO RECONVENE INTO
JOINT PUBLIC SESSION.
At 7:12 p.m. Commissioner Mayfield made a motion to reconvene
into joint session. Commissioner Williams seconded; motion
passed unanimously.
Mayor Pro Tem Hill then made the motion for the Town Council
to reconvene into joint session. Council Member Glaspell
seconded; motion passed unanimously.
TOWN COUNCIL TO CONSIDER ADOPTING AN ORDINANCE OF THE TOWN OF
TROPHY CLUB, TEXAS AMENDING ORDINANCE NO. 94-09 OF THE TOWN,
THE SAME BEING THE COMPREHENSIVE ZONING ORDINANCE, BY
AMENDING THE OFFICIAL ZONING MAP OF THE TOWN BY CHANGING THE
ZONING COMMERCIAL RECREATION DISTRICT TO R-15 SINGLE FAMILY
RESIDENTIAL DISTRICT; R-12 SINGLE FAMILY DISTRICT TO "CR"
COMMERCIAL RECREATION DISTRICT; AND R-15 SINGLE FAMILY
DISTRICT TO COMMERCIAL RECREATION DISTRICT FOR GOLF COURSE
PURPOSES ON CERTAIN TRACTS OF LAND BEING PARTICULARLY
DESCRIBED IN EXHIBIT "A" ATTACHED HERETO.
Chairman Hamper asked for a motion from the Commission.
Co-chairman Booker then made a motion to recommend that the
Town Council accept the ordinance as stated. Commissioner
Williams seconded; motion passed unanimously.
For the Town Council Mayor Pro Tem Hill made a motion to
accept the Planning and Zoning Commission's recommendation.
Council Member Glaspell seconded; motion passed unanimously.
TOWN COUNCIL TO CONSIDER APPROVAL OF THE PRELIMINARY AND
FINAL PLAT SUBMITTED BY COBBLESTONE GOLF OF TEXAS, INC.
CONCERNING THE TRACTS OF LAND DESCRIBED GENERALLY AS THE
FOURTH NINE HOLES AT TROPHY CLUB COUNTRY CLUB.
Discussion ensued regarding the rest room facilities
placement on the site plan; the maintenance facility's
construction materials; the incorporated turn around for
emergency vehicles; and the placement of cart paths and
lakes. It was also noted that the final plat now has all the
correct dimensions.
Commissioner Williams then made motion recommending that the
Town Council approve the preliminary and final plat submitted
Cobblestone Golf of Texas, Inc. Commissioner Mayfield
seconded; motion passed unanimously.
Mayor Pro Tem Hill then made a motion to accept the
recommendation as it stands. Council Member Glaspell
seconded; motion passed unanimously.

ADJOURN JOINT PUBLIC SESSION WITH PLANNING AND ZONING
COMMISSION.
There being no further business to discuss, Co-chairman
Booker made a motion to adjourn the joint session at 7:30
p.m. Commissioner Williams seconded; motion passed
unanimously.
Representing the Town Council, Mayor Pro Tem Hill then made a
motion to adjourn. Council Member Moore seconded; motion
passed unanimously.
END OF JOINT SESSION
WITH THE PLANNING AND ZONING COMMISSION
ADJOURN TO BUDGET WORKSHOP
After a brief recess the Town Council and the Finance
Committee convened into a budget workshop at 7:39 p.m.
TOWN COUNCIL AND FINANCE COMMITTEE TO REVIEW YEAR TO DATE
FINANCIAL STATEMENTS.
Discussion of certain line items was included in the
workshop.
WORKSHOP: TOWN COUNCIL, FINANCE COMMITTEE, AND STAFF TO
CONSIDER A PRELIMINARY BUDGET FOR FISCAL YEAR OCTOBER 1, 1996
TO SEPTEMBER 30, 1996.
Town Treasurer, Jack Jacobs, explained that the $ 55,000.00
over all budget reduction was self-explanatory. The Public
Works Department contributed the most by eliminating a second
employee and a vehicle with its equipment and maintenance.
On the revenue side it was suggested to increase city sales
tax and building permits.
Discussion regarding the new police department facility
resulted in the agreement that it is expensive and a
necessity.
The Council and Finance Committee were reminded that only one
ad informing the public of the tax rate is needed when the
overall tax rate remains the same or is lower.

Council Member Glaspell made a motion to adjourn the meeting
at 8:25 p.m. and to reconvene on Tuesday, September 5, 1995.
