Minutes TC 09/29/1995MINUTES OF REGULAR TOWN COUNCIL MEETING TOWN OF TROPHY CLUB TROPHY CLUB, TEXAS THE STATE OF TEXAS ) } COUNTY" OF DENTON ) The Town Council of the Town of Trophy Club, Texas met in a regular meeting on Friday, September 29, 1995. The meeting was held within the boundaries of the Town and was open to the public. Town Council Present: Jim Carter Gene Hill Marshall Engelbeck Doug Glaspell Cotton Moore Patti Stoltz Staff Members Present: Karen Sadri CALL TO ORDER Mayor Mayor Pro Tem Council Member Council Member Council Member Council Member Town Secretary Mayor Carter called the meeting to order at 7:00 a.m. INVOCATION Council Member Moore gave the invocation. PLEDGE OF ALLEGIANCE Mayor Pro Tem Hill led in the pledges of allegiance to the American and Texas flags. AN ORDINANCE OF THE TOWN OF TROPHY CLUB, TEXAS FIXING AND LEVYING MUNICIPAL AD VALOREM TAXES FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1995 AND ENDING SEPTEMBER 30, 1996, AND FOR EACH FISCAL YEAR THEREAFTER UNTIL OTHERWISE PROVIDED, AT A RATE OF $ .4111 PER ONE HUNDRED DOLLARS ($ 100.00) ASSESSED VALUATION ON ALL TAXABLE PROPERTY WITHIN THE CORPORATE LIMITS OF THE TOWN AS OF JANUARY 1, 1995; DIRECTING THE ASSESSMENT THEREOF TO PROVIDE REVENUES FOR THE PAYMENT OF CURRENT OPERATION AND MAINTENANCE EXPENSES AND INDEBTEDNESS OF THE TOWN; PROVIDING FOR DUE AND DELINQUENT DATES TOGETHER WITH PENALTIES AND INTEREST; REPEALING CONFLICTING ORDINANCES; PROVIDING A SAVINGS AND SEVERABILITY CLAUSE; AND DECLARING AN EFFECTIVE DATE. Mayor Pro Tem Hili made a motion to fix and levy ad valorem taxes as stated in the ordinance. Council Member Engelbeck seconded; motion passed unanimously. Page 2' Regular Town Council Meeting, 09/28/95 A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF TROPHY CLUB, TEXAS APPROVING THE LAKE GRAPEVINE INTERLOCAL AGREEMENT FOR LAKE SAFETY TASK FORCE AND LAW ENFORCEHENT', AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE THE SAID AGREEMENT'. PROVIDING AN EFFECTIVE DATE, Council Member Moore made a motion to approve the interlocal agreement for lake safety. Mayor Pro Tem Hill seconded; motion passed unanimously. A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF TROPHY CLUB` TEXAS EXPRESSING THE TOWN'S SUPPORT OF THE EFFORTS OF THE CITY OF S0UTHLAKE TO PARTICIPATE WITH THE TEXAS DEPARTMENT OF TRANSPORTATION IN MAKING IMPROVEMENTS TO STATE HIGHWAY 114', PROVIDING AN EFFECTIVE DATE. Council Member Stoltz made a motion for the Town to support Southlake with this project. Council Member 8laspell seconded; motion passed unanimously. After the official business was conducted, Mayor Carter asked the Council to review es video about municipal teen court for discussion at the October meeting. He feels that teen court is an important deterrent for young people' He suggested we combine efforts with Keller, Watauga, Roanoke, and Westlake to be effective. Coat will be pro rated by population with our share projected at $ 4000'00' Council Member 8laopell reported that the M.U.D. has agreed to lease the Town the property for the police building for 99 years at $ 100'00 per year. Council Member Engelbeck suggested that the term consolidation be changed to co-ordination regarding the Town and M.U.D.s project. Mayor Carter asked that Council Member 8laapell, liaison to the Parks Committee, have the Committee consider the parking problems at Harmony Park.
