President White called the workshop to order and announced a quorum at 7:11 p.m. for MUD No. 1. Council Member E."Cotton" Moore delivered the invocation. During the discussion the following were suggested: to make the writing more concise, to add a table of contents, to think about replacing the word municipality and to add a forward that includes the explanation of the five (5) manuals. MUD No. 1 Director Neidenberger suggested the Fire Department should fall under the auspices of the Town. Direction was given to the staff to find out where the forms, charts and statistics, which were used in the handbooks, originally came from. It was also suggested that on the initial paperwork of a new employee, it is stated that he/she would agree to exhaust all administrative remedies before seeking external remedies concerning any disciplinary actions or appeals, as a condition of employment. Following extensive discussion, the elected officials agreed to have a deadline of February 12, 1997, for all requested changes on the handbooks to be then submitted to Council Member Glaspell for preparation and compilation. These suggestions would then be presented at a joint session to be held on Tuesday, February 25, 1997. Mayor Carter polled the Council Members for a general consensus to remain after 11:00 p.m. to finish the workshop. A five minute break was taken.
