The Town Council of the Town of Trophy Club, Texas met in a Budget Workshop/Public
Hearing/Town Council Meeting, Tuesday, September 16, 1997. The meeting was held within
the boundaries of the Town and was open to the public.

Mayor Carter called the workshop to order at 6:07 p.m., noting a quorum was present.
INVOCATION:
An Invocation was given by John Hill, Town Attorney.

The pledge of allegiance to the American and 'Texas Flags was led by Jack Jacobs, Town
Treasurer.

TOWN COUNCIL, FINANCE COMMITTEE AND STAFF TO CONDUCT A
WORKSHOP TO DISCUSS THE BUDGET FOR FISCAL YEAR OCTOBER 1, 1997 TO
SEPTEMBER 30, 1998:
Town Council, Finance Committee and staff discussed the budget.
Gary Teague, Engineer with Teague, Nall & Perkins gave an overview to the Council, Finance
committee and staff on the "Pavement Performance Analysis."
► Repetitive wheel loads of truck traffic determines the life of road beds.
► Skyline Dr. deteriorated rapidly due to increased development in the area.
► Development increases determine the repetitive wheel loads and decrease in life span of
streets.
► Expenditures on some streets will be mainly maintenance costs.
► Many problems relate to original construction.
► Some street issues are subject to engineers' judgement.
General consensus of the Council was to adopt Budget Summary II with some additions, such as,
parks and play equipment, to be addressed in the regular session.

TOWN COUNCIL MEETING
Town Council convened into regular session at 7:00 p.m
TOWN COUNCIL TO AMEND ORDINANCE 97-17 ( THE ADOPTED BUDGET FOR
FISCAL YEAR 1997-1998):
Following discussion, Council Member Decker moved to accept the amended budget (referred to
as Budget Summary II), which reduces the line item for street replacement in lieu of needing a
future bond issue. Council Member Glaspell seconded; motion passed unanimously.
Note: This is based on a tax rate of $.4658 per $100 assessed valuation, which includes $.4004
per $100 assessed valuation for O&M and $.0654 per $100 assessed valuation for I&S.
TOWN COUNCIL TO ADJOURN REGULAR SESSION:
Council Member Glaspell moved to adjourn the regular session and open the public hearing at
7:05 p.m. Council Member Carr seconded; motion passed unanimously.

VALOREM TAXES FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1997 AND

Council Member Glaspell moved to adjourn the public hearing and reconvene into regular
session at 7:21 p.m. Council Member McCabe seconded; motion passed unanimously.
TOWN COUNCIL MEETING
TOWN COUNCIL TO RECONVENE INTO REGULAR SESSION:
Town Council reconvened into regular session at 7:21 p.m.
TOWN COUNCIL TO DISCUSS TAS RATE FOR TAX YEAR 1997 AND SET TIME,
PLACE, AND DATE TO ADOPT THE TAX RATE FOR TAX YEAR 1997:
The proposed tax rate is $.4658 per $100 assessed valuation.
Council Member McCabe addressed the residents in attendance explaining that the Town had
been holding the budget for the past several years and using the reserves to continue to provide
the services asked for by the residents and she feels that this budget is not particularly frivolous.
Mayor Pro Tem Engelbeck gave credit to the staff for the work that they do, however, he wishes
to stay with a $1.9 million budget.
Council Member Glaspell shared his support for the information Ms. McCabe provided and
acknowledges the need for the Town to have more commercial property.
Council Member Decker stated that the proposed budget will cost approximately an additional
$80 per year to the average homeowner and the benefits to the resident will be improved parks,
playgrounds and streets. The increases to the operating budget were for additional personnel and
to maintain competitive salaries for current personnel. He also stated he does not feel the Village
of Trophy Club will successfully secure enough commercial development other than that which
is already zoned, nor does he feel the Town wants more than that. Mr. Decker feels that to
maintain the insular community we now enjoy we are going to have to spend a little bit more
money.
Mayor Carter commented that he is happy that the tax rate has been maintained in the past. The
volunteer pool has diminished and we can no longer count on that area. From a personal
standpoint, he does not like the tax increase, but based on the needs of the residents, the tax
increase is justified.
Council Member Glaspell moved to set the date to set the tax rate for 7:00 a.m., September 26,
1997. Council Member McCabe seconded; motion passed unanimously.

TOWN COUNCIL TO CONSIDER AN ORDINANCE REGARDING THE HOME RULE
CHARTER COMMISSION ELECTION AND TAKE APPROPRIATE ACTION:
Town Attorney, John Hill, updated the Council on the changes to the ordinance regarding the
Home Rule Charter Commission.
Council Member Decker announced that on Tuesday, September 23, 1997 there would be an
informational meeting at the Trophy Club Country Club to explain Home Rule. Council
Member Decker stated that he and Ms. McCabe feel that we have the right to delegate to you, the
residents, who should represent you in a different kind of government.
Mayor Pro Tem Engelbeck recommends that all candidates names appear on the ballot and the
top fifteen vote getters would become the commissioners.
Council Member Carr indicated that not only the persons recommended by Council but any other
applicants should be drawn at random for a position on the ballot and the top fifteen vote getters
form the commission.
Council Member McCabe feels there should be no appointment by Council, the voters should
choose the commission.
Council Member Glaspell feels the Council should have a chance to pick this committee just as
they do the other committees.

Council Member Decker moved to rescind the portion of ordinance that appoints the fifteen
members of the Home Rule Charter Commission that was passed in its entirety on September 2,
1997 and to pass a new ordinance that provides for the election of the fifteen members for the
Home Rule Charter Commission by ballot, pre-printed, not write in. Council Member Glaspell
seconded; motion passed unanimously.

TOWN COUNCIL TO AMEND ORDINANCE 96-14 (1995-1996 BUDGET) APPROVING
AND ACCEPTING THE CARRYOVER OF FUNDS FROM THE 1995-1996 POLICE
DEPARTMENT BUDGET TO THE 1996-1997 BUILDING CONSTRUCTION
ACCOUNT:
Following discussion, Council Member Glaspell moved to approve and accept the carryover of
funds from the 1995-1996 Police Department budget to the 1996-1997 Building Construction
account. Council Member McCabe seconded; motion passed unanimously.
TOWN COUNCIL TO CONSIDER AND ADOPT A RESOLUTION APPROVING AND
ACCEPTING THE TROPHY CLUB ECONOMIC DEVELOPMENT CORPORATION
1997-1998 BUDGET:
Trophy Club Economic Development Corporation President, Robert Burns, made a presentation
to the Council regarding the Trophy Club Economic Development Corp.'s budget.
Following discussion, Council Member Decker moved to adopt a resolution approving and
accepting the Trophy Club Economic Development Corporation's 1997-1998 budget. Council
Member Carr seconded; motion passed unanimously.
TOWN COUNCIL TO CONSIDER A VARIANCE TO ORDINANCE 95-16 (FENCE
ORDINANCE) AT THE REQUEST OF:
A. RON & PAULA PEDIGO 1103 WILSHIRE DRIVE
Ron Pedigo addressed the Council.
Susan Lamb, 1105 Wilshire also addressed the Council concerning this item.
The Planning and Zoning Commission was asked to review the fence ordinance. Chairperson
Mike Hamper was requested to address the Council concerning this matter.
Following discussion, Council Member Glaspell moved to grant the variance to the fence at 1103
Wilshire Drive. Council Member Carr seconded; motion passed unanimously.

This item was removed for discussion. Following discussion, Mayor Pro Tem Engelbeck moved
to adopt the resolution approving and accepting the DENCO 9-1-1 budget. Council Member
Glaspell seconded; motion passed unanimously.
B. TOWN COUNCIL TO CONSIDER AND ADOPT A RESOLUTION
APPROVING DCAD BUILDING EXPANSION:
This item was removed for discussion. Following discussion, Mayor Pro Tem Engelbeck moved
to adopt the resolution approving the DCAD building expansion. Council Member Carr
seconded; motion passed unanimously.
C. TOWN COUNCIL TO CONSIDER AND ADOPT A RESOLUTION
APPROVING AND ACCEPTING THE TEEN COURT INTERLOCAL
AGREEMENT:
Council Member Glaspell moved to accept items C, E & F without discussion. Council Member
Decker seconded; motion passed unanimously.
D. MINUTES FROM AUGUST 5, 1997 MEETING:
This item was removed for discussion. Council Member McCabe asked that on page 5 of these
minutes her reasons for voting against the Zoning change from R-12 to NS for Fellowship United
Methodist Church. Mayor Pro Tem Engelbeck moved to accept these minutes as amended;
Council Member Carr seconded; motion passed unanimously.
E. MINUTES FROM AUGUST 12,1997:
Council Member Glaspell moved to accept this item without discussion, along with items C & F.
Council Member Decker seconded; motion passed unanimously.
F. FINANCIALS ENDING AUGUST 31,1997:

Town Manager, Donna Welsh, requested for the Council to consider going to two meetings a
month, except in November and December, due to the workload often placed on the agend when
having only one meeting per month.

Director of Public Works, Bill LeGrand, updated the Council on the construction of the
sidewalks, streets and the destruction of Oak Hill.
Director of Public Safety, David Miller, updated the Council on the Police Department building
and gave an activity report. The building is finally finished.
PRESENTATIONS FROM COUNCIL:
Council Member Carr stated that Billy Hughes, Chairperson of the Parks and Recreation
committee expressed his concern about the loss of the west portion of the baseball fields at
McCombs Park and wants to look into moving the fields in the spring.
Mayor Carter asked the Park and Recreation committee to come back to the Council with their
recommendations.
Council Member Glaspell had some questions for Bill LeGrand concerning the ballpark.
Mayor Carter suggests looking at the satellite dish ordinance. The small dishes are not being
screened.

The Finance Committee was given by the Council the task of putting
together a fair and equitable budget for the coming year. After
diligent work by all members of this committee we not only presented
a fair and equitable budget that met the needs of all the citizens
of the town, but a balanced budget within the means of our estimated
tax revenue.
In light of this, this Council has decided to disregard the Finance
Committee's recommendation for a budget within our means and instead
adopt one that requires an unacceptable tax increase in order to
satisfy the wants of a few Vocal minorities.
When you look at the total picture and include our increased sales tax,
added taxable value of our homes, proposed city tax, and another bond
issue under consideration for streets, our taxes could actually be
increased by over 50%.
I call on this Council to adopt a budget that meets the basic needs of
every citizen alike, fund it within our existing tax base, and not one
that bends to the extreme. I enjoy living in Trophy Club and would like
to continue to afford to do so. Please do not tax me out of my home.
