Minutes TC 09/26/1997 - Special SessionMINUTES OF SPECIAL TOWN COUNCIL MEETING TOWN OF TROPHY CLUB September 26, 1997 THE STATE OF TEXAS COUNTY OF DENTON The Town Council of the Town of Trophy Club, Texas met in a Special session Friday, September 26,1997. The meeting was held within the boundaries of the Town and was open to the public. COUNCIL MEMBERS PRESENT: Marshall Engelbeck Susan H. McCabe Doug Glaspell Kevin Carr STAFF AND GUESTS PRESENT: Donna Welsh Karen Sadri Roger Unger COUNCIL MEMBERS/MAYOR ABSENT: Jim Carter Edwin "Ed" Decker CALL TO ORDER: Mayor Pro Tem Council Member Council Member Council Member Town Manager Town Secretary District Manager, MUD Mayor Council Member Mayor Pro Tem Englebeck called the meeting to order at 7:05 a.m., noting a quorum was present. TOWN COUNCIL TO CONSIDER AND ADOPT AN ORDINANCE FIXING AND LEVYING MUNICIPAL AD VALOREM TAXES FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1997 AND ENDING SEPTEMBER 30, 1998, AND FOR EACH FISCAL YEAR THEREAFTER UNTIL OTHERWISE PROVIDED, AT A RATE OF $.4004 PER ONE HUNDRED DOLLARS ( $100.00) ASSESSED VALUATION ON ALI, TAXABLE PROPERTY WITHIN THE CORPORATE LIMITS OF THE TOWN AS OF JANUARY 1, 1997; DIRECTING THE ASSESSMENT THEREOF TO PROVIDE REVENUES FOR THE PAYMENT OF CURRENT OPERATION AND MAINTENANCE EXPENSES; PROVIDING FOR DUE AND DELINQUENT DATES TOGETHER WITH PENALTIES AND INTEREST; REPEALING CONFLICTING ORDINANCES; PROVIDING A SAVINGS AND SEVERABILITY CLAUSE; AND DECLARING AN EFFECTIVE DATE: Page 2 Special Town Council Meeting September 26, 1997 Following discussion Council Member Glaspell moved to adopt an ordinance fixing and levying Municipal Ad Valorem taxes for the fiscal year beginning October 1, 1997 and ending September 30, 1998, and for each fiscal year thereafter until otherwise provided, at a rate of $.4004 per one hundred dollars ($100.00) assessed valuation on all taxable property within the corporate limits of the Town as of January 1, 1997; directing the assessment thereof to provide revenues for the payment of current Operation and Maintenance expenses; providing for due and delinquent dates together with penalties and interest; repealing conflicting ordinances; providing a savings and severability clause; and declaring an effective date. Council Member Carr seconded; motion passed with a majority vote. Voting for were Council Members McCabe, Glaspell and Carr. Voting against was Mayor Pro Tem Engelbeck. Council Member Carr seconded; motion passed unanimously. Town Secretary, Karen Sadri, read a letter from Council Member Decker to the Council. See attached copy.
