SPECIAL TOWN COUNCIL MEETING FOR THE
TOWN OF TROPHY CLUB

The Town Council of the Town of Trophy Club met in special session on Tuesday, August 31, 1999. The
meeting was held within the Town and was open to the public.

PUBLIC HEARING
CALL TO ORDER AND ANNOUNCE A QUORUM:
Mayor Engelbeck called the meeting to order at 7:36 p.m., noting that a quorum was present.
INVOCATION:
Roger Unger, MUD Manager, gave the invocation.
PLEDGE OF ALLEGIANCE TO THE AMERICAN AND TEXAS FLAGS:
Diane Cockrell, Town Secretary, led the pledges.

THE COUNCIL ON ANY MATTER WHETHER OR NOT IT IS POSTED ON THE AGENDA.
THE COUNCIL IS NOT PERMITTED TO TAKE ACTION ONANY PRESENTATION MADE TO
THE COUNCIL AT THIS TIME CONCERNING AN ITEM NOT LISTED ON THE AGENDA. THE
COUNCIL WILL HEAR PRESENTATION ON SPECIFIC AGENDA ITEMS PRIOR TO THE
COUNCIL ADDRESSING THOSE ITEMS:

TOWN COUNCILTO CONDUCT A PUBLIC HEARING ON BUDGET FOR FISCAL YEAR
OCTOBER 1, 1999 TO SEPTEMBER 30,2000:
Held Public Hearing. The following individuals spoke at the public hearing:
Roger Williams, 215 Phoenix Drive
Pearl Ford, 2 Spring Creek Court
TOWN COUNCIL TO CLOSE PUBLIC HEARING:
Council Member Edstrom moved to close the public hearing at 7:45 p.m. Council Member Tweedie
seconded; motion passed unanimously.
TOWN COUNCIL TO CONVENE INTO SPECIAL MEETING:
Council Member Edstrom moved to convene into special meeting at 7:46 p.m. Council Member Smith
seconded; motion passed unanimously.
SPECIAL MEETING
TOWN COUNCIL TO APPROVE AND ADOPT ORDINANCE FOR THE BUDGET FOR
FISCAL YEAR OCTOBER 1, 1999 TO SEPTEMBER 30,2000:
Jim Buxton, Finance Director, explained the funding for the Trophy Club/'Westlake Department of Public
Safety. The $160,000 is start-up cash to operate the V( quarter of the year and should only be a one-time
payment. Roger Unger explained that we have been providing Westlake with fire and police protection
for the last five years under a contract. Total revenues from that contract was substantially less than
$100,000. With this new contract, we are not providing any new services to Westlake, except we are now
patrolling over there where we weren't in the past.
Further discussion was held on the baseball fields and the grant.
After discussion, Council Member Smith moved to adopt the ordinance for the budget for the fiscal year
1999-2000 with an amendment withdrawing $5,000 for the Roanoke Library with consideration of giving
$2,000 to the Library. Council Member Tweedie seconded; motion passed unanimously.

Council Member Smith moved to adjourn at 8:53 p.m. Council Member Edstrom seconded; motion
passed unanimously.
