The meeting was held within the Town and was open to the public. BUDGET WORKSHOP WITH FINANCE COMMITTEE TO DISCUSS FISCAL YEAR 1999-2000 PRELIMINARY BUDGET: Workshop with the finance committee was cancelled; therefore agenda items were discussed. ADJOURN WORKSHOP SESSION JOINT PUBLIC HEARING - 7:30 P.M. CALL TO ORDER AND ANNOUNCE A QUORUM. Mayor Engelbeck called the meeting to order at 7:30 p.m., noting a quorum was present. TOWN COUNCIL TO OPEN JOINT PUBLIC HEARING WITH THE PLANNING AND ZONING COMMISSION: Mayor Pro Tem Brewster made the motion to open the joint public hearing with P&Z. Council Member Smith seconded; motion passed unanimously. PLANNING AND ZONING COMMISSION TO OPEN JOINT PUBLIC HEARING WITH THE TOWN COUNCIL: Commissioner Reed made the motion to open the joint public hearing with the Town Council. Commissioner Cotton seconded; motion passed unanimously. TOWN COUNCIL TO CONDUCT A PUBLIC HEARING JOINTLY WITH THE PLANNING AND ZONING COMMISSION RELATIVE TO THE FOLLOWING: A. Gene Hill is acting the Chairman place since Mike Hamper is unable to attend. The P&Z has not scheduled a presentation by the developer because of some additional information on some unresolved issues to be presented to the P&Z at their meeting schedule on Thursday, June 17, 1999, at 6:00 p.m. Thursday's meeting will provide a discussion period for residents on the Trophy Club Plaza site plan. Following tonight's public meeting on the on the site plan and PD #21, the P&Z will recommend a continuance of the public meeting to a date certain consistent with everyone's ability to be there that date. Cathy Morgas explained this item. Mayor Pro Tem Brewster moved to approve the waiver. Council Member Edstrom seconded. Mayor Pro Tem Brewster then made an amendment to his motion to allow the use of the banners for four weeks (through July 14). Council Member Edstrom seconded; motion passed unanimously. Therefore the ordinance is only for one vacancy. Motion failed for lack of second. Council Member Scott moved to adopt the ordinance calling an election for August 14, 1999 to elect one council person to serve a one year term. Council Member Tweedie seconded. The motion failed with Council Members Smith and Tweedie voting for, and Mayor Pro Tem Brewster and Council Member Edstrom voting against, with Mayor Engelbeck voting against to break the tie. TOWN COUNCIL TO ADOPT AN ORDINANCE AMENDING ORDINANCE 98-08, AN ORDINANCE OF THE TOWN OF TROPHY CLUB, TEXAS, GOVERNING AND REGULATING THE PLATTING AND SUBDIVISION OF LAND WITHIN AND WITHOUT THE CORPORATE LIMITS OF THE TOWN OF TROPHY CLUB, TEXAS, BY ADDING SUBSECTION (a) TO SECTION 3.19 (1), PROVIDING FOR A ROAD EASEMENT DEDICATION FOR THE EXTENSION OF INDIAN CREEK DRIVE AND TROPHY CLUB DRIVE, WITHIN THE TOWN LIMITS OF THE TOWN OF TROPHY CLUB, TEXAS; PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE OF ALL ORDINANCES OF THE CITY; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING FOR ENGROSSMENT AND ENROLLMENT; AND PROVIDING AN EFFECTIVE DATE. TOWN COUNCIL TO APPROVE ADDITIONAL MEMBERS TO THE UTILITY FRANCHISE TASK FORCE, AND APPOINT CHAIRMAN: A. RICHARD HOBDAY (CHAIRMAN) 21 TROON DRIVE B. TAMMY S. WOOD 25 DURANGO DRIVE Mayor Pro Tem Brewster made the motion to approve the appointment of Tammy S. Wood and Richard Hobday to the Utility Franchise Committee, and to appoint Mr. Hobday as Chairman. Council Member Edstrom seconded; motion passed unanimously. TOWN COUNCIL TO DISCUSS AND TAKE APPROPRIATE ACTION REGARDING ENTERING INTO A CONTRACT FOR COLLECTION OF DELINQUENT TAXES. A. PERDUE, BRANDON, FIELDER, COLLINS AND MOTT, L.L.P., Mr. David Fielder made a brief presentation to Council. This firm only addresses tax collection. They have no conflict of interest. Mr. Richard Hayes addressed the Council regarding tax collection and expertise to represent Trophy Club. Donna Welsh, Town Manager, addressed Council that we do have a high collection rate. The thing that appealed to us is that Hayes, Coffee, & Berry is located locally and in the Denton County Office Building. Mayor Pro Tem Brewster moved to approve contract with Hayes, Coffey & Berry. Council Member Tweedie seconded; motion passed unanimously. TOWN COUNCIL TO CONSIDER FUNDING FOR CREATION OF A FULL TIME CODE ENFORCEMENT OFFICER, EFFECTIVE JULY 1, 1999. Donna Welsh, Town Manager, presented this agenda item. The Town currently has 2,750 homes and we have one person to do code enforcement, animal control and fire inspections. We are budgeting for this person in the 99/2000 budget. This person could come on board July 1 st and would be able to split this job. Roger Unger added that the MUD is using the Town's code enforcement to do fire inspections. Funds are available for the remainder of the fiscal year. Council Member Smith moved to approved funding for full time code enforcement officer effective July 1, 1999. Council Member Edstrom seconded; motion passed unanimously. TOWN COUNCIL TO DISCUSS AND TAKE APPROPRIATE ACTION REGARDING THE APPOINTMENT OF MEMBERS TO THE CORPORATIONS, COMMISSIONS, AND COMMITTEES. No action taken. CONSENT AGENDA: ALL MATTERS LISTED UNDER CONSENT AGENDA ITEM ARE CONSIDERED TO BE ROUTINE BY THE TOWN COUNCIL AND WILL BE ENACTED BY ONE MOTION. MINUTES OF MAY 18, 1999 MEETING (THESE MINUTES WERE APPROVED ON JUNE 1, 1999 WITHOUT A MOTION) B. MINUTES OF JUNE, 1, 1999 MEETING. C. FINANCIALS ENDING MAY 31, 1999 Mayor Pro Tem Brewster moved to approve the Consent Agenda. Council Member Tweedie seconded; motion passed unanimously. STAFF AND COMMITTEE REPORTS: Roger Unger, MUD Manager, reported that Westlake passed the amended joint DPS contract. The Board will meet every week to work on budgets and to get them to the Town Councils for approval. PAGE 9 JOINT SESSION/REGULAR SESSION JUNE 15, 1999 He also reported that water sales are up to two and a half to three million gallons per day. Solana is now under Trophy Clubs jurisdiction for first response. Southlake will be our automatic mutual aid. Bill LeGrand , Public Works Director, reported that home sales for The Lakes area has flattened the last month. Public Works is also keeping abreast of the Skyline project. Cathy Morgas, Planning Director, reported on equestrian trails being planned by surrounding communities. Diane Cockrell, Town Secretary, informed the Council that in the Ordinance passed tonight calling for the special election the method of voting was by paper ballots were to be used. She requested an amendment to that Ordinance to change the method of voting to scantron ballot. *Mayor Pro Tem Brewster made the motion to reopen the Ordinance calling for a special election for the Home Rule Charter and amend Section 7 of the Ordinance to change the method of voting to be done by scantron ballot. Council Member Edstrom seconded; motion passed unanimously. Tiffany Haertling, Town Attorney, thanked the Town Council for giving Hayes, Coffey and Berry the delinquent tax contract. Donna Welsh, Town Manager, reported that Charter will replace the character generator with a computer to run Powerpoint for presentations, and will include a VCR that can be programmed to run videos at designated times; hopefully should be in place by mid-July. Another thing, she was approached by Dr. Brooks a couple of weeks ago. It seems that two of the schools on the east side of the district is asking for grant money for a police officer to operate on campus, and the state will pay up to $125,000 for three years for one officer. Chief Miller is coordinating information on this and we will bring to the Council at a later date. David Miller, DPS Chief, reported that the School Resource Officer, will be available to attend many activities at the school, i.e. sports, assemblies, etc. Donna Welsh also reported that Sabre is moving into the Solana complex. They are going to be bringing 15,000 people to this area. They are purchasing property that will close T.W. King access to Kirkwood. We would not longer have access to Highway 114. There are possible provisions to allow access onto the service road and the service road be a two way street. There is also a plan to put a water tower on T.W. King of Trophy Wood in Southlake. Pam Irwin, Public Relations Committee, reported that brick sales are needed. PRESENTATIONS BY COUNCIL: Mayor Engelbeck stated he was at a meeting Wednesday where the subject came up on joint Town/School joint use programs and the school district would now be agreeable to working with the Town on a joint venture. Council Member Tweedie reported that the Associate Pastor at the First Baptist Church has volunteered to coordinate the July 4, 2000 celebration and volunteered the use of the church yard.
