The Town Council of the Town of Trophy Club, Texas, met at 7:30 p.m. in a special meeting
on Tuesday, September 14, 1999. The meeting was held within the boundaries of the Town
and was open to the public.

SPECIAL SESSION
CALL TO ORDER AND ANOUNCE A QUORUM:
Mayor Engelbeck called the meeting to order at 7:34 p.m. noting that a quorum was present.
INVOCATION:
Council Member Barb Tweedie gave the invocation.
PLEDGE OF ALLEGIANCE TO THE AMERICAN AND TEXAS FLAG
Pam Irwin, Chairman, Public Relations Committee, led the pledges.

PUBLIC HEARING ONTHE FIXING AND LEVYING OF MUNICIPAL AD
VALOREM TAXES FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1999.
AND ENDING SEPTEMBER 30,2000:

TOWN COUNCIL TO ADJOURN PUBLIC HEARING:
Mayor Pro Tem Brewster moved to close the public hearing at 7:48 p.m. Council Member
Tweedie seconded; motion passed unanimously.
SPECIAL SESSION
TOWN COUNCIL TO RECONVENE INTO SPECIAL SESSION:
Mayor Pro Tem Brewster moved to reconvene into special session at 7:48 p.m. Council
Member Edstrom seconded; motion passed unanimously.
CITIZEN PRESENTATIONS: THIS IS AN OPPORTUNITY FOR CITIZENS TO
ADDRESS THE COUNCIL ON ANY MATTER WHETHER OR NOT IT IS POSTED
ON THE AGENDA. THE COUNCIL IS NOT PERMITTED TO TAKE ACTION ON
ANY PRESENTA TION MADE TO THE COUNCIL AT THIS TIME CONCERNING AN
ITEM NOT LISTED ON THE AGENDA. THE COUNCIL WILL HEAR
PRESENTATION ON SPECIFIC AGENDA ITEMS PRIOR TO THE COUNCIL
ADDRESSING THOSE ITEMS:
No citizen presentations.
TOWN COUNCIL TO DISCUSS TAX RATE FOR TAX YEAR 1999 AND SET TIME,
PLACE AND DATE TO ADOPT THE TAX RATE FOR TAX YEAR 1999:
Jim Buxton, Finance Director, explained the tax rate of .04551 in the Interest and Sinking
Fund and the tax rate of .415 Operating and Maintenance in Town Operations for a total tax
of .46051 per $100 valuation.

Council Member Edstrom explained the need for a Community Services Manager and the
cost incurred.
The Corp of Engineers property was discussed.
A Town survey will need to be done to identify the firm boundaries of Trophy Club.
Financial models are being developed and should be ready within the next 30 days.
Parks and Recreation is to investigate whether residents should be asked to donate $3 on their
water bills and report back to the Council
Donna Welsh, Town Manager, announced the kick off for the Trophy Club/Westlake
Department of Public Safety will be October 2,1999.
Mayor Pro Tem Brewster moved to set the date to adopt the tax rate on September 24, 1999
at 7:00 a.m. Council Member Edstrom seconded; motion passed unanimously.
