CALL TO ORDER AND ANNOUNCE A QUORUM:
Mayor Engelbeck called the workshop to order at 9:10 a.m., noting that a quorum was present.
INTRODUCTORY REMARKS BY MAYOR ENGELBECK:
Mayor Engelbeck reviewed the actions of the past year.
BRIEF OVERVIEW OF COUNCIL MEETING PROCEDURES:
Mayor Engelbeck gave a brief overview of the procedures. During workshops, no motions will
be made, and no actions taken. The committee reports are going well.

Committees must submit budget request with all backup materials by the May 30`h deadline. Jim
Buxton will meet with each committee and explain what to do and offer his assistance. A bond
issue steering committee should be formed.

STAFF'S ROLE IN RELATION TO COMMITTEES
COUNCIL LIAISON IN RELATION TO COMMITTEES:
Public Works Committee has vacancies and these vacancies need to be filled. The Committee
will consider meeting at night.
Paul Rosenberger will be staff liaison to the Parks and Recreation Committee. Bill LeGrand will
only be involved in the operational function.
The Economic Development Corporation is solid.
The Information Services/Information System Committee will maintain the web page at this
time.
Utility Franchise Committee is meeting weekly and working on the cable services survey.

COMMUNICATIONS WITH N.LS.D.:
A mission statement is being constructed for the Editorial Review Board. Discussion was held
on people running for office and having articles by Council.
NISD needs to be pushing information for "Around the Town." Committees need to have
projects reports for the newspaper.

INTERLOCAL AGREEMENTS/RELATIONSHIPS WITH OTHER CITIES
NEW SERVICES REQUESTED: WESTLAKE PUBLIC WORKS SERVICES:
The Trophy Club/Westlake Department of Public Safety is going very well and is going very
well politically. We are looking at additional shared services. The first shared service will
probably be Code Enforcement at no additional cost to Trophy Club with the Code Enforcement
moving to the DPS. The second shared service is possible water arrangements. The third
possible shared service could be Trophy Club becoming the vocal point of inspections. Westlake
is currently looking at a separate contract, (not under the DPS) as ajoint use contract.
"Around the Town" could raise the level of awareness to inform residents on what is happening
in the Town.
