The Town Council of the Town of Trophy Club, Texas met in regular session on Monday, May 15, 2000. The meeting was
held within the boundaries of the Town and was open to the public.

CALL TO ORDER AND ANNOUNCE A QUORUM:
Mayor Engelbeck called the regular meeting to order at 7:33 p.m. noting a quorum was present.
INVOCATION:
Council Member Tweedie gave the invocation.
PLEDGE OF ALLEGIANCE TO THE AMERICAN AND TEXAS FLAGS:
Mayor Pro Tem Brewster led the pledges.
CITIZEN PRESENTATIONS: THIS IS AN OPPORTUNITY FOR CITIZENS TO ADDRESS THE COUNCIL ON
ANY MATTER WHETHER OR NOT IT IS POSTED ON THE AGENDA. THE COUNCIL IS NOT PERMITTED
TO TAKE ACTION ON OR DISCUSS ANY PRESENTATION MADE TO THE COUNCIL AT THIS TIME
CONCERNING AN ITEM NOT LISTED ON THE AGENDA. THE COUNCIL WILL HEAR PRESENTATION ON
SPECIFIC AGENDA ITEMS PRIOR TO THE COUNCIL ADDRESSING THOSE ITEMS:

ECONOMIC DEVELOPMENT CORPORATION — DA VID GARLITZ, PRESIDENT
Applications being accepted for financing projects next fiscal year.
PUBLIC RELATIONS COMMITTEE—PAMIRWIN, CHAIRMAN
Jodi Ashby reported on the progress of the July 4a' Celebration.
PUBLIC WORKS COMMITTEE—NESTOR AARLIS, CHAIRMAN
Reviewing curbside recycling and trash collection in 90 gallon containers. Also, have received bids for
installation of school safety zone lights.
PARKS & RECREATION — BILLYHUGHES, CHAIRMAN
No report.
UTILITY FRANCHISE COMMITTEE — RICHARD HOBDAY, CHAIRMAN
Chris Clark, UFC Co -Chairman is doing final assessment of cable television survey.
REGULAR SESSION.*
AN ORDINANCE OF THE TOWN COUNCIL OF THE TOWN OF TROPHY CLUB, TEXAS, REPEALING
ORDINANCE NO. 2000-10 AND ORDERING AND CALLING A BOND ELECTION TO BE HELD ON JULY 15,
2000; DESIGNATING A POLLING PLACE WITHIN THE TOWN; APPOINTING A PRESIDING ELECTION
JUDGE AND AN ALTERNATE PRESIDING ELECTION JUDGE; ESTABLISHING OTHER PROCEDURES
FOR THE CONDUCTION OF THE ELECTION; ESTABLISHING A DATE FOR CANVASSING RETURNS;
PROVIDING FOR NECESSARY ACTION; PROVIDING A CUMULATIVE CLAUSE, PROVIDING A
SEVERABILITY CLAUSE; PROVIDING FOR ENGROSSMENT AND ENROLLMENT; PROVIDING FOR
PUBLICATION; AND PROVIDING AN EFFECTIVE DATE.
Council Member Matthai made a motion to approve the calling of a bond election as read to be held on July 15, 2000.
Council Member Tweedie seconded. Motion carried, unanimously.
TOWN COUNCIL TO DISCUSS AND APPOINT A RESIDENT LIAISON TO DENTON COUNTY
COMMISSIONERS COURT.

Mayor Pro Tem Brewster made a motion to appoint Bill Lewis as liaison to Denton County Commissioner's Court.
Council Member Edstrom seconded. Motion carried, unanimously.
TOWN COUNCIL TO APPOINT A STEERING COMMITTEE FOR JULY 15, 2000 BOND ISSUE.
A revised list of recommended appointees was handed out to the Council prior to this agenda item. The
appointees were:

C. FINANCIAL REPORTS ENDING MARCH 31, 2000
Council Member Edstrom made a motion to approve the Consent Agenda as read. Council Member Tweedie seconded;
motion passed unanimously.
OATH OF OFFICE TO BE ADMINISTERED TO THE INCOMING COUNCIL MEMBERS.
Oaths of Office were administered by Municipal Court Judge, Mark Chambers to incoming Council Members
Susan Edstrom, Bill Matthai and Barry Huizenga.
STAFF REPORTS
Jim Buxton, Finance Director reported that the installation of the new software goal is July 1 ", we are well into the budget
process.
Cathy Morgas, Municipal Utility District Manager reported that Waste Water Treatment Plant renovation Requests For
Proposals have gone out, and we've had responses from four engineering groups. Public Works is very busy at this time of
year. Water conservation issue may come up later in the year. We have made an offer to someone for Public Works
Director and the offer has been accepted.
Donna Welsh, Town Manager reported that an offer has been made and accepted to Gregory Tucker for the Fire Chief
position, pending results from a physical.
Diane Cockrell —reported that Georgeanne Perry will assume the Administrative Assistant position in June.
COUNCIL PRESENTATIONS
Bill Matthai — Utility Franchise having trouble getting a quorum, we will be finalizing the right-of-way ordinance soon.
Master District Committee making great progress. Both MUDS agreed to have equal MUD and Council representation.
Barb Tweedie - Jodi Ashby and I will be going before DPS Board, next Monday.
PRESENTATIONS BY CITIZENS TO OUTGOING AND INCOMING COUNCIL MEMBERS.
Mayor Engelbeck to Mayor Pro Tem Brewster benefited from your "tour of duty" to the Council in the past two
year. Many ideas have surfaced and have been put into action at your suggestion. Mayor Engelbeck presented a gift to
Mayor Pro Tem Brewster as an outgoing Council Member.
Mayor Pro Tem Brewster gave highlights personally I had a lot of personal growth in the past two years. It is easy to sit on
the couch and criticize the government. Elected local officials are accessible so they are the easiest to criticize. The new
newsletter is a fresh communication tool, Channel 7 has been updated and has music, life long dream to see the Mayor
hosting a coffee on the Cable Access Channel. Vision 2008 Committee alumni's now has all five Council Member.
Volunteerism has been increased by Mayor Engelbecks leadership. Gene Hill led the land acquisition committee and put a
plan in place. Public Relations came out with terrific brochure, thanks to Council Member Edstrom. I was glad to be a part
of the Ways & Means Committee who have developed the first five year model. We took a bold step and upgraded the
staffs pay scales to a fair and equitable level. I was very proud to have been a part of that. The Mayor was an excellent
leader, he is honest, intelligent and he works real hard at the job of being Mayor. We are lucky to have him.
Council Member Smith added that "it has been a trip", you have really been on a roll. It has been a pleasure, and I have
learned from you. You will be a presence in the years to come.

Council Member Edstrom stated that she has been happy to have had the opportunity to work with Ben Brewster. Vision
2008 was his creation and now there are five members of the Council that were a part of that vision. I have learned much
from you. I have watched and learned from his skill as a negotiator, his ability to forge common commitment to causes and
his ability to get the job done. I have learned the value of commitment and dedication. Ben personifies the quote from
former British Prime Minister Winston Churchill, "It is not enough to say we are doing our best, we must do what is
necessary to succeed". Ben has shown us all how to succeed with our Town goals. We have been well served by him as our
Mayor Pro Tem. He has set high a standard for others to follow in service for our Town.
Council Member Matthai said that Mayor Pro Tem Brewster has been a real inspiration to me. You can took around and see
that Ben's Vision 2008 Committee has given our Town a new direction. Council needs to control the change and benefit the
residents.
Council Member Tweedie has appreciated Ben's always being there for her.
Donna Welsh added that the staff has really enjoyed working with Ben. He has the ability to look into the future, he has
been a very valuable asset to our Town.
Barry Huizenga added one thing that I appreciated about Ben is his integrity and honesty and his good moral fiber. He has
really raised the standard. There is a little ditty that goes: "If you strive until your good is better and your better is best". In
my opinion that is what Ben leaves on this Council. He is very knowledgeable about management systems and a Town
should be ran that way. I have always seen Ben as a leader and more than that a mentor.

Council Member Tweedie made a motion to appoint Council Member Edstrom as Mayor Pro Tem. Council
Member Matthai seconded, motion passed with Council Member Edstrom abstaining, Council Members
Tweedie, Matthai and Huzenga voting for the appointment and Council Member Smith voting against. Motion
carried') — 1.
