Minutes TC 09/25/2000 - Special SessionMINUTES OF SPECIAL TOWN COUNCIL MEETING FOR THE TOWN OF TROPHY CLUB SEPTEMBER 25, 2000 STATE OF TEXAS § COUNTY OF DENTON § The Town Council of the Town of Trophy Club, Texas met in a Special Session on Monday, September 25, 2000. The meeting was held within the boundaries of the Town and was open to the public. SPECIAL SESSION TOWN COUNCIL MEMBERS PRESENT Marshall Engelbeck Mayor Susan Edstrom Mayor Pro Tem Barry Huizenga Council Member Scott Smith Council Member (arrived at 7:03 p.m.) Barb Tweedie Council Member TOWN COUNCIL MEMBERS ABSENT: Bill Matthai Council Member STAFF AND GUEST(S) PRESENT: Donna Welsh Town Manager Diane Cockrell Town Secretary Paul Rosenberger Assistant to Town/MUD Managers CALL TO ORDER AND ANNOUNCE A QUORUM: Mayor Engelbeck called the Special Session to order at 7:00 p.m., noting a quorum was present. INVOCATION: Mayor Engelbeck gave the invocation. PLEDGE OF ALLEGIANCE TO THE AMERICAN AND TEXAS FLAG: Mayor Pro Tem Edstrom led the pledges. CITIZEN PRESENTATIONS: THIS IS AN OPPORTUNITY FOR CITIZENS TO ADDRESS THE COUNCIL ON ANY MATTER WHETHER OR NOT IT IS POSTED ON THE AGENDA. THE COUNCIL IS NOT PERMITTED TO TAKE ACTION ON OR DISCUSS ANY PRESENTATIONS MADE TO THE COUNCIL AT THIS TIME CONCERNING AN ITEM NOT LISTED ON THE AGENDA. THE COUNCIL WILL HEAR PRESENTATIONS ON SPECIFIC AGENDA ITEMS PRIOR TO THE COUNCIL ADDRESSING THOSE ITEMS: Tom Ritz of 3 Cimarron Court addressed the Council TOWN COUNCIL TO CONSIDER AND ADOPT A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF TROPHY CLUB, TEXAS RECOMMENDING THE FUTURE AMENDMENT OF THE TOWN'S COMPREHENSIVE LAND USE PLAN; AND PROVIDING AN EFFECTIVE DATE. Bryan Klein from the Hoover/Klein Group, Inc. gave a presentation to the Council. Mr. Klein presented that the Town wanted to reposition the grant application and that the Town has visited with Texas Parks and Wildlife to review the previous application. The recommendations included deletion of soccer fields (a $5000 savings). Page 2 SPECIAL MEETING September 25, 2000 The clarifications included a commitment to Programs that benefit Youth -At -Risk and definition for Conservation Measures in the Park. New elements for the grant proposal includes: • Acquisition (land purchase) of 1.75 acres of Open Space (trail corridor) • Acquire (land purchase/access and scenic easement) 2.63 acres of Open Space (creek corridor) • Acquire (access and scenic easement) for 13.5 -acre site, containing 6.7 -acre pond and trail • Trail Improvements to meet ADA requirements • Soft Trail Improvements, Viewing Platforms, and Species Identification • Addition of $207,127 of Private Fund Commitment Some of the Programs that benefit Youth -At -Risk that were discussed are: • A Bicycle Safety Rodeo to include a Bicycle Safety Course taught by the Trophy Club/Westlake Police Department. • A KidFish type program conducted by the DARE Officer and is aimed at youth in the lower grades (Kindergarten — Grade 4). • Prevention 2000 Program that will be aimed at the entire age range of students and would be conducted on the facilities built in the new park. • Trophy Club/Westlake Department of Public Safety conducts a DARE program for at -risk youth in Trophy Club. The Conservation of Natural Resources will include: • Picnic tables to be purchased under this grant will be made of a recycled plastic material. • Sports lighting and security lighting for the park site will be placed on timers to limit the electricity used during times when the park is not in use. • The Playground base material will consist of recycled wood chips. • Toilets and sinks in restroom buildings will feature low -flow measures. Note: the actual construction of restrooms is funded outside of this grant) • Nature Observation stations along Parcel H being acquired in this grant will be constructed of Trex, a recycled wood/plastic material. • The Sports irrigation system will contain rain sensors to limit the irrigation that occurs unnecessarily. The Amendment to the Comprehensive Land Use Plan — Park Plan Section was also discussed. The discussion included: • Policy Statements • Preservation of Open Space • Protection of Wetlands. Watercourse corridors and Natural Areas • Commitment to develop trail system Mr. Klein reported that the grant must be packaged and sent back to the Texas Parks and Wildlife by the end of September. The proposed budget needs to include $45,000 from the MUD Boards and EDC. Donna Welsh explained that she visited with Gene Hill of the Planning and Zoning about the request regarding the requested revision of the Comprehensive Land Use Plan. Ms. Welsh added that Planning and Zoning will be required to hold a Public Hearing Council Member Tweedie made a motion to adopt the Resolution as read and forward to Planning and Zoning. Council Member Smith seconded. Council Member Tweedie amended her original motion to adopt the Resolution as read. Council Member Smith seconded, motion carried unanimously. Page 3 SPECIAL MEETING September 25, 2000 TOWN COUNCIL TO CONSIDER AND ADOPT A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF TROPHY CLUB, TEXAS RECOMMENDING THAT THE TOWN RESUBMIT A GRANT PROPOSAL TO THE TEXAS PARKS AND WILDLIFE DEPARTMENT FOR THE DEVELOPMENT OF THE TROPHY CLUB COMMUNITY PARK; AND PROVIDING AN EFFECTIVE DATE. Mayor Pro Tem Edstrom made a motion to adopt the Resolution as read. Council Member Huizenga seconded, motion carried unanimously. TOWN COUNCIL TO CONSIDER AND MAKE RECOMMENDATIONS ON A PRESENTATION TO EARMARK UNUSED SKYLINE PARK FUNDS AND CARRY THESE FUNDS FORWARD FROM THE FISCAL YEAR 99/00 TO THE FISCAL YEAR 00-01 BUDGET FOR IMPROVEMENTS AT MCCOMBS FIELDS. Bob Martin of 3 Brookfield Court addressed the Council Paul Rosenberger explained that in the last 1999/2000 Budget, money for this park sat idle because the Town was not sure how to improve the park and hope to use these funds for McCombs fields. Council Member Smith made a motion to earmark the unused Skyline Park Funds and carry these funds forward from the fiscal year 99/00 to the fiscal year 00-01 budget for improvements at McCombs fields. Council Member Tweedie seconded, motion carried unanimously. TOWN COUNCIL TO CONSIDER AND ADOPT AN ORDINANCE OF THE TOWN OF TROPHY CLUB, PROVIDING FOR THE CREATION OF A PARKS AND RECREATION COMMITTEE; REPEALING AND REPLACING RESOLUTION NO. 85-3 ESTABLISHING A PARKS AND RECREATION STUDY COMMITTEE; PROVIDING FOR MEMBERSHIP; PROVIDING FOR TERMS OF OFFICE; PROVIDING FOR APPOINTMENT OF CHAIRPERSON; PROVIDING FOR OBLIGATIONS AND DUTIES OF THE COMMITTEE; PROVIDING FOR CONDUCT OF MEETINGS; PROVIDING FOR REMOVAL FROM BOARD AND VACANCIES; PROVIDING A CUMULATIVE AND REPEALER CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR ENGROSSMENT AND ENROLLMENT; AND PROVIDING AN EFFECTIVE DATE. Council Member Tweedie explained that Town Attorney, Tiffany Haertling, brought it to our attention that a formal Parks Board had not been adopted. Mayor Pro Tem Edstrom made a motion to adopt the Ordinance as read. Council Member Fluizenga seconded. Mayor Pro Tem Edstrom made a motion to amend the original motion and the Ordinance to read Parks and Recreation Committee. Council Member Huizenga seconded, both motions carried unanimously. TOWN COUNCIL TO CONSIDER AND ADOPT A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF TROPHY CLUB, TEXAS, APPOINTING CITIZENS TO SEVEN (7) SEATS ON THE PARKS AND RECREATION COMMITTEE; AND PROVIDING AN EFFECTIVE DATE. BRAD GLASCO Mayor Pro Tem Edstrom made a motion to adopt the Resolution appointing seven members to the Parks and Recreation Committee. Council Member Tweedie seconded, motion carried unanimously. Page 4 SPECIAL MEETING September 25, 2000 COUNCIL AND STAFF REPORTS Donna Welsh explained that Sprint has requested to host a meeting for the residents and that only two Council Members can attend. Council Member Huizenga reported that there is a notable difference between the Albertson's in Roanoke and Trophy Club's Tom Thumb, Mayor Engelbeck added that this Town is certainly run by Committees. Paralysis by Analysis, lets not get paralyzed by too much analysis. Let's try to keep the committees focused.
