Minutes TC 04/02/2001 - Special SessionMINUTES OF SPECIAL CALLED TOWN COUNCIL MEETING FOR THE TOWN OF TROPHY CLUB APRIL 2, 2001 STATE OF TEXAS COUNTY OF DENTON The Town Council of the Town of Trophy Club, Texas met in Special Called Session on Monday, April 2, 2001. The meeting was held within the boundaries of the Town and was open to the public. SPECIAL SESSION TOWN COUNCIL MEMBERS PRESENT: Marshall Engelbeck Mayor Susan Edstrom Mayor Pro Tem Barry Huizenga Council Member Bill Matthai Council Member Scott Smith Council Member Barb Tweedie Council Member STAFF AND GUEST(S) PRESENT: Donna Welsh Town Manager Diane Cockrell Town Secretary Jim Buxton Finance Director Patricia Adams Town Attorney CALL TO ORDER AND ANNOUNCE A QUORUM Mayor Engelbeck called the Special Meeting to order at 8:02 a.m., noting a quorum was present. INVOCATION: Council Member Tweedie gave the invocation. PLEDGE OF ALLEGIANCE TO THE AMERICAN AND TEXAS FLAG: Jim Buxton led the pledges. CITIZEN PRESENTATIONS: THIS IS AN OPPORTUNITY FOR CITIZENS TO ADDRESS THE COUNCIL ON ANY MATTER WHETHER OR NOT IT IS POSTED ON THE AGENDA. THE COUNCIL IS NOT PERMITTED TO TAKE ACT ION ON OR DISCUSS ANY PRESENTATIONS MADE TO THE COUNCIL AT THIS TIME CONCERNING AN ITEM NOT LISTED ON THE AGENDA. THE COUNCIL WILL HEAR PRESENTATIONS ON SPECIFIC AGENDA ITEMS PRIOR TO THE COUNCIL ADDRESSING THOSE ITEMS. There were no presentations. TOWN COUNCIL TO DISCUSS PROPOSED HOUSE BILL 3400 AND TO CONSIDER THE ADOPTION OF A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF TROPHY CLUB, TEXAS, SUPPORTING HOUSE BILL 3400 ALLOWING CITIZENS RESIDING IN TOWNS WITHIN THE BOUNDARIES OF MORE THAN ONE COUNTY WITH A POPULATION GREATER THAN 4,800, BUT LESS THAN 9,000, THE RIGHT TO VOTE IN A LOCAL OPTION ELECTION; SUBMITTING A COPY OF THIS SUPPORTING RESOLUTION TO THE HOUSE; AND PROVIDING AN EFFECTIVE DATE. Page 2 SPECIAL SESSION April 2, 2001 Mayor Engelbeck introduced this agenda item. Patricia Adams explained that House Bill 3400 would allow the town to hold an election which would allow the citizens to vote to allow the sale of wine for off -premise consumption. Mayor Engelbeck shared that approximately 300 signatures were gathered this weekend in support of HB3400 allowing citizens residing in Towns within the boundaries of more than one county with a population greater than 4,800, but less than 9,000 the right to vote in a local option election. Council Member Tweedie stated that she is in support of allowing the election. Council Member Smith indicated that he was in support of allowing the election. Mayor Pro Tem Edstrom spoke with many residents this past weekend who indicated their support and their opinion that this was a long time overdue in Trophy Club. Residents also expressed a desire to buy wine when they purchase groceries. Council Member Matthai said that he spoke with approximately 60 residents this past weekend and all except for four residents were willing to sign the petition. The four who did not sign wanted to think about it. He also indicated that when and if legislation is passed we need to review zoning ordinances to ensure compliance with distance requirements from schools and churches. Donna Welsh commented that sales tax revenues that could be kept in Trophy Club are going to surrounding cities because citizens are not able purchase wine in Trophy Club. It is important to keep sales tax revenues in the Town. Mayor Pro Tem Edstrom made a motion to adopt the Resolution as read. Council Member Huizenga seconded; motion carried unanimously. .
