The Town Council of the Town of Trophy Club, Texas, met in Workshop Session on Saturday, June 1,
2002. The meeting was held at COMFORT SUITES, 801 W. HIGHWAY 114 BUSINESS,
ROANOKE, TEXAS not within the boundaries of the Town and was open to the public.

CALL TO ORDER AND ANNOUNCE A QUORUM:
Mayor Smith called the Regular Session to order at 9:00 a.m., noting a quorum was present.
OPENING COMMENTS BY THE TOWN MANAGER AND THE FINANCE DIRECTOR
Donna Welsh explained that the staff started working on budget two months ago. The proposed budget
does not add any new employees and no new programs and includes a two percent cost of living

increase for employees
Roger Unger added that he and Jan Woodruff will present each budget and the department head will
entertain questions.
POLICE BUDGET
Kathy Grassman made a presentation of the D.A.R.E. program. Tony Simmons presented the overall
police budget and Larry Fischer presented the motorcycle program.
Lee Delk answered questions.
COURT BUDGET
Jan Woodruff gave an overview of the Court budget. Barbara Allen answered questions.
INFORMATION SERVICES BUDGET
Roger Unger presented the Information Services budget. Beth Ann Gregory answered questions.
COMMUNITY DEVELOPMENT BUDGET
a) Community Development
Roger Unger presented the Community Development budget. Paul Rosenberger answered questions.
b) Planning and Zoning
Jan Woodruff presented the Community Development budget. Paul Rosenberger answered questions.
PUBLIC WORKS BUDGET
Jan Woodruff presented the Public Works budget. Bill LeGrand answered questions.
ADMINISTRATION BUDGET
Jan Woodruff presented the Administrative budget.
REVENUE BUDGET
Roger Unger gave an overview of the Revenue budget.
RECAP OF EXPENDITURES/REVENUES
Roger Unger gave a recap of the Expenditures/Revenues.
INTEREST AND SINKING
Roger Unger gave an overview of the Interest and Sinking.
Mayor Smith suggested that we set a workshop at each regularly scheduled Council meeting to work
with each department's budget. Starting with the June 17`h meeting.
DISCUSSION OF FUNDING OPTIONS\TAX RATES
Roger Unger gave an overview of Funding Options\Tax Rates.
DISCUSSION OF COMMITTEE STRUCTURE HANDBOOK\APPLICANT SPREADSHEET
Council members discussed suggested changes to Committee structure, handbook and applicant
process.
