The Town Council of the Town of Trophy Club, Texas, met in Regular Session on Monday, August 25,
2003. The meeting was held within the boundaries of the Town and was open to the public.

1. CALL TO ORDER AND ANNOUNCE A QUORUM.
Mayor Smith called the Special session to order at 7:08 p.m. noting a quorum was present.
2. INVOCATION.
Council Member Matthai gave the invocation.
3. PLEDGE OF ALLEGIANCE TO THE AMERICAN FLAG.
PLEDGE OF ALLEGIANCE TO THE TEXAS FLAG.
"Honor the Texas flag; I pledge allegiance to thee, Texas one and indivisible."
Adam Adams led the pledges.
7. TOWN COUNCIL TO RECONVENE INTO SPECIAL SESSION.
Council convened into Special session at 7:08 p.m.
Moved to agenda item #9 regarding bid.
9. TOWN COUNCIL TO REVIEW, DISCUSS AND TAKE APPROPRIATE ACTION
REGARDING BIDS FOR THE CONSTRUCTION OF THE MEDIANS ON INDIAN CREEK
DRIVE FROM WOODLANDS COURT TO EDGEMERE DRIVE; TO AWARD THE BID TO
THE LOWEST RESPONSIBLE BIDDER CONDITIONED ON COMPLETION OF ALL
CONTRACT DOCUMENTS AS REQUIRED; TO NAME A FIRST ALTERNATE AND
SECOND ALTERNATE LOWEST RESPONSIBLE BIDDER IN THE EVENT THAT A
CONTRACT IS NOT TIMELY COMPLETED; AND TO REJECT ALL OTHER BIDS.

Tom Rutledge explained that there were nine bids submitted; one bid was non-responsive. The Bid
Tabulation shows Phillip's Landscape Management, as the lowest responsible bidder. Jeff Phillips of
Phillip's Landscape Management, Inc. explained his bid submission and the unit price for the Jasmine
ground cover.
Council Member Edstrom moved to approve the bids for the construction of the medians on Indian Creek
Drive from Woodlands Court to Edgemere Drive; to award the bid to Phillip's Landscape Management,
Inc. Alternate #1 which was the lowest responsible bidder as required; which was in the amount of
$63,612.05. Council Member Matthai seconded; motion carried unanimously.
8. TOWN COUNCIL TO DISCUSS BUDGETS FOR FISCAL YEAR 2003-2004.
a. Economic Development Corporation A
No suggested changes.
b. Economic Development Corporation B
Roger Unger suggested that line items for fireworks at $7,000, memberships at $9,725, and legal fees at
$1,500 be removed from EDC B and reimburse an amount up to $16,725 for staff salaries. This suggested
change will need to be reviewed and approved by the EDC B board.

5. TOWN COUNCIL TO DISCUSS FISCAL YEAR 03-04 BUDGET AND TAX RATE.
Donna Welsh introduced the proposed budget. Roger Unger gave an overview. The staff recommended a
tax rate of .04451.
6. TOWN COUNCIL TO CLOSE WORKSHOP/SPECIAL SESSION.
Council Member Williams moved to adjourn at 10:20 p.m. Council Member Matthai seconded; motion
carried unanimously.
