Minutes TC 01/06/2003MINUTES OF FOUNDER'S DAY RECEPTION/ REGULAR TOWN COUNCIL MEETING FOR THE TOWN OF TROPHY CLUB JANUARY 6, 2003 LOCATION: 100 MUNICIPAL DRIVE, TROPHY CLUB, TEXAS STATE OF TEXAS § COUNTY OF DENTON The Town Council of the Town of Trophy Club, Texas, met in the Founder's Day Reception and a Regular Session on Monday, January 6, 2003. The meeting was held within the boundaries of the Town and was open to the public. FOUNDER'S DAY RECEPTION - 6:00 P.M. TO 6:45 P.M. Mayor Smith called the Reception to order at 6:32 p.m., noting a quorum was present. TOWN COUNCIL TO WELCOME ELECTED OFFICIALS FROM PAST TOWN COUNCIL AND TOWN OFFICIALS. Mayor Scott welcomed all in attendance and introduced all dignitaries present. ADJOURN RECEPTION. Mayor Smith called the Regular Session to order at 7:03 p.m., noting a quorum was present. INVOCATION. Pearl O. Ford gave the invocation. PLEDGE OF ALLEGIANCE TO THE AMERICAN FLAG. PLEDGE OF ALLEGIANCE TO THE TEXAS FLAG. "Honor the Texas flag; I pledge allegiance to thee, Texas one and indivisible." Chief De Los Santos led the pledges. CITIZEN PRESENTATIONS: THIS IS AN OPPORTUNITY FOR CITIZENS TO ADDRESS THE COUNCIL ON ANY MATTER WHETHER OR NOT IT IS POSTED ON THE AGENDA. THE COUNCIL IS NOT PERMITTED TO TAKE ACTION ON OR DISCUSS ANY PRESENTATIONS MADE TO THE COUNCIL AT THIS TIME CONCERNING AN ITEM NOT LISTED ON THE AGENDA. THE COUNCIL WILL HEAR PRESENTATIONS ON SPECIFIC AGENDA ITEMS PRIOR TO THE COUNCIL ADDRESSING THOSE ITEMS. There were no presentations. TOWN COUNCIL TO INTERVIEW AN APPLICANT FOR THE TREE BOARD. The Council had a brief discussion with the candidate, Bob Downey. TOWN COUNCIL TO DISCUSS AND TAKE APPROPRIATE ACTION REGARDING A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF TROPHY CLUB, TEXAS, APPOINTING A CITIZEN TO ONE (1) SEAT ON THE TREE BOARD FOR A ONE (1) YEAR TERM; AND PROVIDING AN EFFECTIVE DATE. Mayor Pro Tem Williams moved to adopt the Resolution to appoint Bob Downey to the Tree Board. Council Member Edstrom seconded; motion carried unanimously. TOWN COUNCIL TO DISCUSS AND TAKE APPROPRIATE ACTION REGARDING NAMING OF THE INDEPENDENCE PARK OF TROPHY CLUB FIELDS AND BUILDINGS. Randy Briggs explained that the Parks and Recreation Committee recommends that the same procedure be employed in the naming of the fields and buildings as used when naming Independence Park of Trophy Club. Recommendations for the naming of the fields and buildings would be accepted from the residents. Billy Hughes added that the park's field naming should not be political and should be open to the residents for input with the same spirit as the Declaration of Independence. The Purple Heart Association requested that a park or portion thereof be named after Purple Heart recipient(s). The consensus was for the Parks and Recreation Committee to return with recommendations regarding the naming of the park trail system with the Purple Heart recipient(s) in mind. Discussion regarding sponsorship of banners and field naming ensued. A numbering system and awning color will be considered for each field. Council Member Edstrom moved to direct the Parks and Recreation Committee to initiate naming of fields to be consistent with the manner used to name Independence Park of Trophy Club. Guidelines will be included regarding the field names being consistent with the park name (Independence Park). On an interim basis, the fields will be numbered 1-2-3-4. The trail will be named "Purple Heart Trail". The Parks and Recreation Committee and staff will review implementing placement of a plaque (or plaques) using individual(s) names of Trophy Club residents who Page 3 Regular Session January 6, 2003 were Purple Heart recipients. Staff is to coordinate with sports associations regarding not overlapping the sponsorships in all areas of the park, ensuring benefit for both the sports associations and the Town in the upkeep of the fields. Mayor Pro Tem Williams seconded; motion carried unanimously. A joint press release for "sponsorship" will be coordinated with the sports associations. TOWN COUNCIL TO DISCUSS AND TAKE APPROPRIATE ACTION REGARDING A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF TROPHY CLUB, TEXAS AUTHORIZING THE CREATION OF A STEERING COMMITTEE TO INVESTIGATE THE POSSIBILITY OF ENTERING INTO A JOINT USE AGREEMENT WITH THE NORTHWEST INDEPENDENT SCHOOL DISTRICT AND THE USE OF THE SCHOOL LIBRARY AT MEDLIN MIDDLE SCHOOL; THE COMMITTEE CONSISTING OF TEN MEMBERS AND A COMMUNITY DEVELOPMENT STAFF LIAISON• AND PROVIDING AN EFFECTIVE DATE. Randy Briggs informed the Council of the recommended committee members as stated in the Resolution. Council Member Matthai moved to approve the resolution with an amendment to Section 6. Town Mayor, or his designee. Council Member Edstrom seconded; motion carried unanimously. TOWN COUNCIL TO DISCUSS AND TAKE APPROPRIATE ACTION REGARDING ACCEPTING AND AWARDING OF THE RECOMMENDED BID FOR APPROVAL OF PHASE II, TRAIL AND SIDEWALKS AT THE 10 -ACRE PARK. Randy Briggs informed the Council that this contract went to bid on November 260'. The Lakes homeowners association is in the process of moving forward with a vote to transfer the Lakes property involved in this contract to the town. Once the contract is awarded, we have 30 to 45 days to initiate the project. Council Member Edstrom moved to approve the bid and authorize the staff to proceed with negotiations with the contractor regarding construction timing. Mayor Pro Tem Williams seconded; motion carried unanimously. TOWN COUNCIL TO DISCUSS AND TAKE APPROPRIATE ACTION REGARDING A "CITIZEN OF THE YEAR" RECOGNITION. Mayor Smith explained a desire for recognition of our community volunteers with the staff making the final decision on the Citizen of the Year. Donna Welsh recommended that the Citizen of the Year form be distributed to the Committees. It was further stated that there would not be a qualification to be involved in the operations of the town; the recipient could give time in other areas (sports, schools, church) within the community. Mayor Pro Tem Williams moved to approve the Citizen of the Year recognition to be awarded on July 4, 2003 for contributions in the community beginning July 4, 2002 through July 4, 2003 with the deadline for nominations of May 31, 2003. Council Member Matthai seconded; motion carried unanimously. TOWN COUNCIL TO DISCUSS AND TAKE APPROPRIATE ACTION REGARDING APPROVAL OF THE WORKSHOP/PUBLIC HEARING/REGULAR SESSION MINUTES DATED DECEMBER 16, 2002. Council Member Edstrom moved to approve. Council Member Matthai seconded; motion carried 4-0-1 with Council Members Edstrom, Matthai, Spence and Mayor Pro Tem Williams voting for and Council Member Foley abstaining. COUNCIL/STAFF REPORTS.
