The Town Council of the Town of Trophy Club, Texas, met in Regular Session on Monday, July 28, 2003. The meeting
was held within the boundaries of the Town and was open to the public.

L CALL TO ORDER AND ANNOUNCE A QUORUM.
vlayor Smith called the special session to order at 6:02 p.m. noting a quorum was present.
INVOCATION.
Zoger Unger gave the invocation.
3. PLEDGE OF ALLEGIANCE TO THE AMERICAN FLAG.
PLEDGE OF ALLEGIANCE TO THE TEXAS FLAG.
"Honor the Texas flag; I pledge allegiance to thee, Texas one and indivisible."
�ouncil Member Williams led the pledges.
L TOWN COUNCIL TO CONVENE INTO FORUM SESSION.
* FORUM SESSION- 6:00 P.M.
i. TOWN COUNCIL FORUM TO DISCUSS ORDINANCES REGULATING DRILLING, ADOPTING A
DRILLING MANUEL AND ADOPTING SPECIFIC USE PERMIT REGULATIONS.
vlayor Smith explained the format of the forum and introduced the Council, Gene Hill and Clayton Reed, Planning and
?oning Commissioners, and Patricia Adams, Town Attorney, and turned the meeting over to Jon Seale who further
explained the meeting procedures and read the questions and answers submitted regarding drilling. Jon read the
Supplemental Questions first and proceeded to read the questions/concerns from the Town Council's July 7, 2003 Public

Hearing. Staff, Planning and Zoning Officials, Star of Texas, Council and Patricia Adams responded to questions
submitted during the forum. Council Members made statements and asked questions regarding this issue.
6. ADJOURN FORUM SESSION.
Forum adjourned at 9:00 p.m.
* SPECIAL SESSION
7. CALL TO ORDER AND ANNOUNCE A QUORUM.
Town reconvened into Special session at 9:00 p.m.
8. TOWN COUNCIL TO DISCUSS AND TAKE APPROPRIATE ACTION REGARDING A RESOLUTION
OF THE TOWN COUNCIL OF THE TOWN OF TROPHY CLUB, TEXAS APPROVING A SHORT
TERM LOAN IN THE AMOUNT OF $17,500.00 FROM NORTHWEST BANK IN ROANOKE, TEXAS,
THE PROCEEDS OF WHICH WILL BE USED BY THE TOWN TO INSTALL AN EIGHT INCH WATER
LINE TO MARSHALL CREEK PARK; PROVIDING THAT ALL PAYMENTS UNDER THE TERMS OF
THE LOAN AGREEMENT SHALL BE SUBJECT TO ANNUAL APPROPRIATION BY THE TOWN;
AUTHORIZING THE MAYOR AND TOWN MANAGER OF THE TOWN OR THEIR RESPECTIVE
DESIGNEES, TO EXECUTE ANY AND ALL DOCUMENTS NECESSARY TO SECURE THE LOAN;
PROVIDING AN EFFECTIVE DATE.
Roger Unger explained that this resolution would allow staff to waterline discussed several months ago; this is a capital
improvement to Marshall Creek Park.
Council Member Spence moved to approve the Resolution as written. Council Member Edstrom seconded; motion
carried unanimously.

Council Member Edstrom made a motion to adjourn at 9:02 p.m. Council Member Sperice sec nded; ion carried
unanimously. /
