The Town Council of the Town of Trophy Club, Texas, met in Workshop Session on Monday, June 23,
2003. The meeting was held within the boundaries of the Town and was open to the public.

1. CALL TO ORDER AND ANNOUNCE A QUORUM.
Mayor Smith called the Workshop session to order at 6:40 p.m. noting a quorum was present.
Ways and Means Committee Chairman Twomey called the Workshop session to order at 6:40 p.m. noting
a quorum was present.
2. DISCUSSION OF PROPOSED FISCAL YEAR 03-04 BUDGET FOR THE TOWN OF
TROPHY CLUB FOR ALL TOWN DEPARTMENTS INCLUDING DISCUSSION OF
REVENUES, CONSTRUCTION ACCOUNT, INTEREST AND SINKING AND TAX RATE.

Donna Welsh explained that the budget does not show the motorcycle program and long-term
street repairs.
The Municipal Utility District is looking at adding 45 -foot by 25 -foot onto the current
maintenance barn.
Storage needs and options were discussed.
The maintenance barn was pulled from the proposed budget.
The paperless agenda was discussed. Staff timesavings could be utilized in other areas and is
being left in the budget.
The electronic marquees were discussed and removed from the budget; developers will donate the
marquees.
Dwight Morrow stated "for the record" that he does not support the expense of the marquees.
Options in reference to the police vehicles were discussed and left in the budget.
Lighting at Harmony Park was removed from the budget.
The Town will not budget to support the yearly swim meet. The staff will move forward with the
user agreements for the sports associations.
The motorcycle prograrn will be determined in August.
Encumbered fund balance will be included in the anticipated fund balance for long-term street
repair.
Roger Unger gave an overview of the staffing numbers and the breakdown of the shared
employees.
Beth Ann Gregory gave an overview of higher costs for a contract person for the network support
specialist and shared that the most cost effective solution would be a full-time employee.
An analysis is needed detailing the landscape staffing utilization proposed.
Roger Unger explained the budget shortfall from the fund balance and the number is subject to
change.
The newsletter should state that if you enjoy the pool and parks - Shop Trophy Club — it pays for
the pool and parks.

No other business was discussed.
4. ADJOURN.
Mayor Smith adjourned the Council at 9:17 p.m. Chairman
