The Town Council of the Town of Trophy Club, Texas, met in a Budget WorkshoplRegular Session on Monday,
August 27, 2007. The meeting was held within the boundaries of the Town and was open to the public.

A.l Mayor Sanders called the Budget Workshop to order at 5:35 p.m. noting a quorum was present.
A.2 Opening comments by the Town Manager.
Town Manager Emmons said the workshop is not posted with an end time and explained that Finance Director,
Sakura Moten-Dedrick would present different scenarios based on the concerns expressed at the last meeting
regarding the reduction in certain operational areas.
Dedrick said the Public Hearing is scheduled for September loth at which time the draft EMS PID Assessment will
also be presented. Council is scheduled to adopt the budget, adopt the tax roll, levy the tax and adopt the EMS
PID Assessment at the September 24Ih meeting. Town Manager Emmons confirmed the EMS PID Assessment
will not impact the Town's budget.
B.l Budget Workshop - FY 2007-08
Dedrick said the change in the Fire Assessment, from 30K to 12K is not yet reflected in the budget and the
medical premiums were added based on Council's approval at the last meeting.
Dedrick spoke to the three items Council requested more information on at the last meeting; further clarification of
the bank balance, a further look into the cuts and review of other options.
Town Manager Emmons believes option 3 is the best option. Emmons explained the residents have already been
informed of the tax rate increase with the selling of the $3.26 million in bonds. The Town has been able to reduce
this projected increase from 2.5 cents to 1.6 cents and this is the least assumed risk when budgeting from the
O&M and I&S perspective, while still reducing the operation cost. The tax rate increase is equal to $33.00 for the
average Trophy Club home.
Mayor Sanders clarified Town Manager Emmons' request for Council to provide input on the option they would
like to see in the final budget.
Mayor Pro Tem Edstrom would like to see more code enforcement than animal control. Town Manager Emmons
explained the goal is to move Officer Raburn into full-time code enforcement and hire a part-time or contract
animal control officer. Edstrom would support either option 2 or 3 and confirmed with staff that the cuts would not
affect the quality of services provided by the Police and Parks Departments.
Council member Cates thinks the expenses need to be reduced and feels the Town can achieve the same quality
with more management and planning.
Council member Sterling is in favor of cutting fees and believes with better efficiency, the Town can provide the
same level of services. Sterling would rather raise taxes in one big increase as opposed to two smaller increases
over two years and would support option 2 or 3, leaning more towards option 2.
Council member Wilson agreed with Sterling and option 2. Wilson prefers to let the home owners hang onto their
money until absolutely necessary.
Mayor Sanders clarified the reduction from each department, supported in option 2 would be up to the Town
Manager.
Ways and Means Advisory Group member, Dwight Morrow commented the group felt good about the reserves
P & R Board Member, J.D. Stotts said he supports the suggested reductions by P & R Director, Adam Adams.
Although he does not think the reductions will be popular with some of the residents, he understands the need for
the Town to be fiscally responsible. Stotts provided alternatives to the Animal Control Officer position and
suggested contracting this service.
Roger Williams, 215 Phoenix Drive - Does not feel the Town needs a full-time Animal control officer and would
like to see the Town work with surrounding cities on this and other services.
Council members Cates and Moss support option 2.
Mayor Sanders knows it would be easier to pick option 2 as opposed to a tax increase, and clarified staffs
recommendation is option 3.
Mayor Pro Tem Edstrom supports option 3 and questioned Council's previous discussion regarding funding 1&S
wholly and hopes the final decision does not impact future Council's.
The workshop concluded Counc's consensus for staff to present the budget w~rh Option 2. (No Increase in Tax
Rate Requ~res $1 18,821, Reduced Expenses $45,000. Use 0&M Reserves $73,821.)
