JOINT SESSION
1. 2011-03-T Consider and take appropriate action regarding a potential l ease of property to the
MUD to construct a ground storag e tank and potentially a new water well on the same
property as the PIO funded elevated storage tank.

Motion made by council Member Stotts, secon d ed by Council member Hoover to tab le this agenda it e m.
Motion carried una nimo usl y.
Motion made by Director Arm strong. seconded by Vi ce President Moss to table this agenda ite m . Moti on
carried unanimously.
2. Consider and take appropriate action regarding rebidding the construction of the 500,000
gallon elevated storage tank.
To wn Manager Slye stated in 2008, the Town received proposals and Management's position is to m ove
fo rw ard with build ing the e levated storage l an k a nd use the existing design and spe Ci fi cations by Jacob s
and engage Ja cobs to rebid a nd oversee proj ect in th e amo unt o f $23 ,0 00.
Motion made by Mayor Pro Tem Rose. seco nded by Coun ci l member Cantre ll. to reb i d the 500,000
gallon eleva ted storage tank and autho rize Town Manager Slye to execute all necessary docu me nts.
Motion carried unan imously.
3. Consider management responsi bilities of the Fire/EMS operations (MUD or Town managed).

Motion made by Director Carr , seconded by Director Moss to table agenda item 3. Director Sand e rs
spoke agai nst tabl ing the item . Director Carr wi thdrew hi s m oti on , D irector Moss wi thd rew h is second.
Ji m Hase , 209 Inverness Drive , spo ke about past history with Town ta ki ng operation of fi re operations.
Concerned that allowing the Town to manage a fir e service for So lana woul d be used ag ainst us by
Westlake to say illegal for one town to provide services to another town.
Neil Twomey , 203 Oakmont Dr ive. gave add iti o nal history on TCMUD 1.

5. Consider and take appropriate action regarding the December 7, 2010 Joint Session minutes.
Motion ma de by Mayor Pro Tem Rose, seconded by Director Sanders, to approve the December 7,201 0
Joi nt Sess ion. Motion carried unanimously.
4. Consider and take appropriate action regarding Water Conservation Plants).
District Manag er Robert Scott stated that he has a couple of cities pla ns and he and Town Manager Slye
will work togethe r to cre ate a plan and bring back to the boa rds at a la ter date.

6. Consider and t ake app r opriate action regarding the next scheduled joint meeting date of
February 10, 2011.
The Boards di scussed scheduling a jO i nt session in March, staff to send out possibl e dates. Meeting wil l
beg i n at 6:00 p.m.
