A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF TROPHY
CLUB, TEXAS AUTHORIZING THE ABOLITION OF THE FINANCE
COMMITTEE AND THE CREATION OF A WAYS AND MEANS COMMITTEE,
AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Town is empowered under §51.001 of the Texas Local Government
Code to adopt an ordinance that is for the good government of the Town;
WHEREAS, the Town has a substantial interest in the proper management and oversight
of the Town's financial resources;
WHEREAS, assistance in long term financial planning will aid the Town Council and
Staff in the proper management and oversight of the Town's financial resources;
WHEREAS, assistance in determining the most efficient means of providing necessary
governmental services will aid the Town Council and Staff in the proper management and
oversight of the Town's financial resources, and the delivery of quality services to the citizens of
the Town.
NOW THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE
TOWN OF TROPHY CLUB, TEXAS:
Section 1. The Town Council of the Town of Trophy Club, Texas does hereby order
the abolition of the Finance Committee and in its place the creation of a Ways and Means
Committee.
Section 2. The Ways and Means Committee shall consist of five members to be
appointed by the Town Council. Said members shall serve at the pleasure of the Town Council.
Section 3. Members of the Ways and Means Committee shall serve a two-year term.
Three members shall be appointed each odd numbered year and two members shall be appointed
each even numbered year.
Section 4. The Town Finance Officer shall serve as liason between the Town Council
and the Ways and Means Committee. As liason, the Town Finance Officer shall communicate
directives from the Town Council to the Ways and Means Committee and shall at the request of
the Town Council submit reports on projects undertaken by the Ways and Means Committee.

Section S. For long term planning purposes, the Ways and Means Committee shall
develop future projections of total Town revenue.
Section 6. The Ways and Means Committee shall advise the Town Council
concerning the most efficient means of providing governmental services to the citizens of the
Town.
Section 7. The Ways and Means Committee shall explore alternative methods of
financing projects that are in the best interest of the Town.
Section 8. At the direction of the Town Council, the Ways and Means Committee
shall provide other advice related to Town finances that will aid the Town Council and Staff in
promoting the economic growth and well-being of the Town.
Section 9. This Resolution shall take effect from and after its date of passage in
accordance with law.
PASSED and APPROVED by the Town Council of the Town of Trophy Club, Texas on
this 21st day of September 1999.
