RESOLUTION NO. 1999-41
A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF
TROPHY CLUB, TEXAS, AUTHORIZING THE CREATION OF
AN EDITORIAL REVIEW BOARD; ESTABLISHING DUTIES
AND PROCEDURES; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Town is empowered under §51.001 of the Texas Local
Government Code to adopt an ordinance or rule that is for the good government of the
Town;
WHEREAS, the Town publishes a Town Newspaper to keep the citizens
apprised of current events affecting the Town ;
WHEREAS, the Town Newspaper provides citizens with a forum wherein they
can express their opinions on issues concerning the Town;
WHEREAS, the Council and Town staff have determined that the establishment
of editorial policies will improve the quality of the Town Newspaper; and,
WHEREAS, the Town Council and Town Staff have determined that this goal
will be furthered by the creation of an Editorial Review Board for the Town Newspaper.
NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF
THE TOWN OF TROPHY CLUB, TEXAS:
Section 1. That an Editorial Review Board is hereby created;
Section 2. That the Editorial Review Board shall consist of three (3) members
to be appointed by the Town Council. Said members shall serve at the pleasure of the
Town Council;
Section 3. That the Mayor shall submit to the Town Council a list of potential
candidates for service on the Board;
Section 4. That each member of the Editorial Review Board shall serve a
two-year term. Two members shall be appointed each odd numbered year and one
member shall be appointed each even numbered year;
Section 5. That Editorial Review Board shall develop and draft a mission
statement which outlines the Board's priorities and goals;

Section 6. That the Editorial Review Board shall submit a yearly budget to the
Town Finance Officer;
Section 7. That the Editorial Review Board shall recommend policies and
procedures to guide Board decision making and assignment of responsibilities;
Section 8. That the Editorial Review Board shall review all material
submitted to the Town Newspaper for publication;
Section 9. That the Editorial Review Board shall be responsible for final
editing and proofing of material to be included in the Town Newspaper; and
Section 10. That this resolution shall become effective from and after its date
of passage in accordance with law.
PASSED AND APPROVED by the Town Council of the Town of Trophy Club,
Texas, this 21st day of December, 1999.
