RESOLUTION NO. 2001-19
A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF
TROPHY CLUB, TEXAS, REQUESTING THAT THE TEXAS
DEPARTMENT OF TRANSPORTATION AND THE CITY OF FORT
WORTH CONTINUE TO PROVIDE A SCHOOL ZONE WITH
REDUCED SPEEDS ON HIGHWAY 114 AT THE CURRENT LOCATION
IN FRONT OF THE NORTHWEST INDEPENDENT SCHOOL DISTRICT
EDUCATION CENTER; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Town of Trophy Club, Texas, finds that the traffic on State Highway 114 is
increasing at an alarming rate,
WHEREAS, State Highway 114 is a major highway that remains a two-lane road and
development in the Metroplex continues to cause an increase in use of this transportation
corridor;
WHEREAS, State Highway 114 carries more than thirty percent (30%) of the truck traffic
supplying aggregate to the Metroplex, and also serves as an access route for area attractions such
as the Texas Motor Speedway, located 2.5 miles from the Northwest Independent School District
(NISD) Education Center;
WHEREAS, the Northwest Education Center is located at 1800 SH 114, Justin, Texas 76247,
150 feet from State Highway 114;
WHEREAS, Northwest High School, Hatfield Intermediate School, and Pike Middle School
are immediately adjacent to the Northwest Education Center and directly use State Highway 114
for access to the school campuses;
WHEREAS, 2,000 students currently attend, and NISD anticipates that approximately 4,300
students will attend within the next five years, the schools identified above within the area
immediately adjacent to the Northwest Education Center, and 250 students will be attending the
Alternative Education School at the Northwest Education Center facility next year,
WHEREAS, a new development is being constructed directly across from the Northwest
Education Center, consisting of approximately 900 homes and an apartment complex, with
approximately 500 students who will attend NISD;
WHEREAS, the Texas Motor Speedway is a facility with a total estimated capacity of
204,261 people, 600 acres of parking, and 6,100 spaces for camping,
WHEREAS, the Texas Motor Speedway has numerous races scheduled throughout the year as
evidenced by the current schedule of ten racing dates set between July 1, 2001 and October 15,
2001,

WHEREAS, the combination of truck traffic, development, and an increase in the number of
major events at Texas Motor Speedway has the potential of seriously affecting both eastbound
and westbound traffic flow on State Highway 114, including traffic to and from Highway 287
and Interstate 35;
WHEREAS, the students of NISD are at risk, as the students, their parents, school buses, and
other student transportation, must continue to use and cross this hazardous highway on a daily
basis for ingress and egress to the campuses and the Northwest Education Center,
WHEREAS, NISD understands that the Texas Department of Transportation has
recommended to the City of Fort Worth discontinuing a school zone on Highway 114 in front of
the NISD Education Center, and raising the speed limit to sixty-five (65) miles per hour for the
school zone that is currently limited to thirty (30) miles per hour;
WHEREAS, the granting of such request would be contrary to public safety and the well being
of school children and others entering the campuses of the Northwest Education Center, and
WHEREAS, the Trophy Club Town Council hereby expresses its opposition to the request by
the Texas Department of Transportation and requests that the school zone designation and
reduced speed limit of thirty (30) miles per hour continue in effect.
NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE
TOWN OF TROPHY CLUB, TEXAS:
Section 1. That the above premises are found to be true and correct and are hereby
incorporated into the text of this Resolution in their entirety.
Section 2. That the Town Council of the Town of Trophy Club, Texas requests that
the Texas Department of Transportation and the City of Fort Worth continue to provide the
existing school zone with the current thirty (30) mile per hour speed restrictions on Highway 114
at the current location in front of the Northwest Education Center.
Section 3. That this Resolution shall become effective from and after its date of
passage in accordance with law.
