RES 2002-24TOWN OF TROPHY CLUB I' D.Y�Zl1 1Ni A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF TROPHY CLUB, TEXAS, PROVIDING PROCEDURES AND GUIDELINES FOR NAMING AND RENAMING MUNICIPAL PARKS, PARTS OR AREAS WITHIN PARKS OR RECREATION FACILITIES; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the Town Council of the Town of Trophy Club, Texas, has determined that the Town's best interests will be served by adopting procedures and guidelines for naming and renaming municipal parks, parts or areas within parks and recreation facilities; NOW THEREFORE BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF TROPHY CLUB, TEXAS, THAT: SECTION 1 PROCEDURES FOR NAMING MUNICIPAL PARKS, PARTS OR AREAS WITHIN A PARK OR RECREATION FACILITY A. The Park and Recreation Committee, recommending a name for municipal recreation facility to the Town Council. as appropriate, will be responsible for parks, parts or areas within a park or B. The Committee shall be responsible for research, study and recommendation of a proposed name to the Town Council. Rationale for the recommended name shall be given in writing per submission form (Attachment "A") for naming of parks, parts or areas within a park or recreation facility. C. The recommended name(s) will be forwarded to the Town Council for its consideration and approval. D. Municipal parks shall be named immediately prior to or during development, generally not later than 60 days after acquisition or commencement of construction. E. Parts or areas within a park or recreation facility may be given a name which is different than the park. Such parts or areas may include (but are not limited to) gardens, playgrounds, athletic fields, structures, swimming pools and meeting rooms. Names for such facilities shall be established by the same guidelines and procedures applied to parks. F. A park name may be changed no more frequently than once every ten (10) years. Page 1 G. When a person's name is desired, parks and recreation facilities may only be given the same name as an existing school or public facility site when such sites are adjacent to one another. H. Except as required by state law, recommendations to name a park or recreation facility after an individual(s) should not be publicized until final action has been taken by the Town Council. QFVT1nN'. GUIDELINES FOR NAMING MUNICIPAL PARKS, PARTS OR AREAS WITHIN A PARK OR RECREATION FACILITY A. Names of municipal parks, parts or areas within a park or recreation facility should be familiar to the majority of citizens, easy to recall, unique and lasting. B. The following guidelines are listed in order of importance. Municipal parks, parts or areas within a park or recreation facility shall be named: 1. In honor of an individual who has made a significant, long-term (10 years) contribution to the Town of Trophy Club. 2. In honor of an individual who has made a significant, long-term (10 years) contribution to Trophy Club Parks and Recreation activities. 3. By outstanding and/or predominate physical characteristics of the land such as: a. those naturally occurring such as forested areas, streams, rivers, lakes and creeks; b. man-made features such as subdivisions and/or streets; c. landmark significance, such as identifiable man-made or naturally occurring monuments; d. historical significance, such as the names of early residents or citizens and/or a significant event. 4. In honor of a deceased community leader. 5. In honor of a deceased national or state leader. 6. Based on the activity, event, or function of the land. 7. The naming of a park, a facility or parts of a park or facility shall not be considered as a condition of donation, unless the value of the donation is in such amount as Council determines to substantially benefit the Town. Page 2 8. Donation of major improvements to parks, parts or areas within a park or recreation facility will be recognized by a donor plaque. Should a recognition plaque or marker require replacement, such replacement shall be the responsibility of the original provider of the marker or plaque. SECTION 3 RENAMING OF PARKS, PARTS OR AREAS WITHIN A PARK OR RECREATION FACILITY When appropriate, parks or facilities may be renamed. The procedure for doing so shall be the same as procedures for originally naming parks, parts or areas within a park or recreation facility. SECTION 4 EFFECTIVE DATE This Resolution shall become effective from and after its date of passage in accordance with law, and it is so resolved.
